The Committee on Higher Education (Oelrich ) recommended the

following amendment:

Delete line(s) 53-70

and insert:

and Schools; that which grants baccalaureate degrees; that

which is not a state university or state community college; and
10
that which has a secular purpose, so long as the receipt of
11
state aid by students at the institution would not have the
12
primary effect of advancing or impeding religion or result in an
13
excessive entanglement between the state and any religious sect.

Any independent college or university that was eligible to
15
receive tuition vouchers on January 1, 1989, and that which
16
continues to meet the criteria under which its eligibility was
17
established, shall remain eligible to receive William L. Boyd,
18
IV, Florida resident access grant payments.
