A bill to be entitled

An act relating to public educational instruction;

3

creating s. 1003.4285, F.S.; requiring the Commissioner of

4

Education to create designations to be applied to standard

5

high school diplomas and to establish guidelines for

6

passage of exams or coursework options related to

7

accelerated college credit; creating s. 1003.495, F.S.;

8

providing a purpose; requiring public high schools to

9

offer advanced placement courses in certain subjects;

10

requiring the State Board of Education to develop and

11

adopt a plan for implementing advanced placement

12

coursework in public high schools; amending s. 1011.62,

13

F.S.; deleting the monetary limitation on bonuses awarded

14

to teachers when education funding is not determined in

15

the annual appropriations act or the implementing bill;

16

providing an effective date.

Be It Enacted by the Legislature of the State of Florida:

19

20

     Section 1.  Section 1003.4285, Florida Statutes, is created

21

to read:

22

     1003.4285 Designations for standard high school diplomas.--

23

     (1) The Commissioner of Education shall create designations

24

to be applied to standard high school diplomas. The designations

25

shall identify unique coursework or accomplishments of the

26

student for purposes of postsecondary education or the workforce.

27

     (2) The Commissioner of Education shall establish

28

designations for:

29

     (a) Major areas of interest.--A student shall receive a

30

designation as having completed courses in a major area of

31

interest pursuant to the student's completion of credits as

32

provided in s. 1003.428.

33

     (b) Accelerated college credit.--A student who successfully

34

passes four or more college-credit exams in advanced placement,

35

International Baccalaureate, Advanced International Certificate

36

of Education, or dual enrollment coursework shall receive the

37

designation of having completed accelerated college credit. The

38

Commissioner of Education shall establish guidelines for

39

successful passage of exams or coursework in each of the options

40

for accelerated college credit.

     Section 2.  Section 1003.495, Florida Statutes, is created

42

to read:

43

     1003.495 Advanced placement courses and teacher training.--

44

     (1) The purpose of this section is to ensure that each high

45

school student in this state has equal access to a substantive,

46

rigorous curriculum that is designed to challenge his or her

47

mind, enhance his or her knowledge and skills, and prepare him or

48

her for success in college and work.

49

     (2) By the 2008-2009 school year, each high school in the

50

state shall offer at least four advanced placement courses, one

51

each in English, mathematics, science, and social studies. In

52

order to fulfill this requirement, a high school may use the

53

advanced placement course offerings provided by the Florida

54

Virtual School created in s. 1002.37.

55

     (3) To assist with the implementation of rigorous advanced

56

placement coursework in this state, the State Board of Education

57

shall develop and adopt a comprehensive plan for success that:

58

     (a) Ensures that students have equal access to a

59

substantive, rigorous curriculum that is designed to challenge

60

their minds and enhance their knowledge and skills to prepare

61

them for the demands of advanced placement coursework.

62

     (b) Establishes guidelines and a timeline for teachers who

63

teach advanced placement and preadvanced placement courses to

64

receive training endorsed by the College Board in necessary

65

content knowledge and instructional skills in order to prepare

66

students for success in advanced placement courses and exams.

67

     (c) Supports school administrators and guidance counselors

68

in attaining professional development that enables them to create

69

strong and effective advanced placement programs in their

70

schools.

     (d) Assists teachers and school leaders in middle schools

72

and high schools in implementing vertical team training and other

73

preadvanced placement training in order to prepare students for

74

success in advanced placement courses.

75

     (e) Creates long-term and annual statewide goals for

76

increasing:

77

     1. The number and percentage of students enrolling in and

78

completing advanced placement courses.

79

     2. The number and percentage of students receiving a score

80

of 3 or higher on advanced placement exams.

81

     3. The number and percentage of low-income students

82

enrolling in and completing advanced placement courses.

83

     4. The number and percentage of low-income students

84

receiving a score of 3 or higher on advanced placement exams.

85

     (f) Leverages federal and private funding available for

86

advanced placement and preadvanced placement incentives and

87

training.

88

     (g) Focuses state and federal funding to carry out

89

activities that are directed towards school districts serving

90

high concentrations of low-income and underrepresented students.

91

     (h) Provides a plan of communication that emphasizes the

92

importance of advanced placement courses or other advanced

93

courses to a student's ability to gain access to and succeed in

94

postsecondary education. The plan for such communication should

95

include information that is relevant to students, teachers,

96

counselors, administrators, school districts, community colleges,

97

and state universities.

     (i) Annually evaluates the effect of the implementation of

99

this section on the rates of student enrollment and success in

100

advanced placement courses, on high school graduation rates, and

101

on college enrollment rates. The evaluation must include a review

102

of the progress toward meeting the goals set pursuant to

103

paragraph (e).

     Section 3.  Paragraphs (l), (m), and (n) of subsection (1)

105

of section 1011.62, Florida Statutes, are amended to read:

106

     1011.62  Funds for operation of schools.--If the annual

107

allocation from the Florida Education Finance Program to each

108

district for operation of schools is not determined in the annual

109

appropriations act or the substantive bill implementing the

110

annual appropriations act, it shall be determined as follows:

111

     (1)  COMPUTATION OF THE BASIC AMOUNT TO BE INCLUDED FOR

112

OPERATION.--The following procedure shall be followed in

113

determining the annual allocation to each district for operation:

114

     (l)  Calculation of additional full-time equivalent

115

membership based on International Baccalaureate international

116

baccalaureate examination scores of students.--A value of 0.24

117

full-time equivalent student membership shall be calculated for

118

each student enrolled in an International Baccalaureate

119

international baccalaureate course who receives a score of 4 or

120

higher on a subject examination. A value of 0.3 full-time

121

equivalent student membership shall be calculated for each

122

student who receives an International Baccalaureate international

123

baccalaureate diploma. Such value shall be added to the total

124

full-time equivalent student membership in basic programs for

125

grades 9 through 12 in the subsequent fiscal year. The school

126

district shall distribute to each classroom teacher who provided

127

international baccalaureate instruction:

128

     1.  A bonus in the amount of $50 for each student taught by

129

the International Baccalaureate teacher in each International

130

Baccalaureate international baccalaureate course who receives a

131

score of 4 or higher on the International Baccalaureate

132

international baccalaureate examination.

133

     2.  An additional bonus of $500 to each International

134

Baccalaureate teacher in a school designated with a grade of "D"

135

or "F" who has at least one student scoring 4 or higher on the

136

International Baccalaureate international baccalaureate

137

examination, regardless of the number of classes taught or of the

138

number of students scoring a 4 or higher on the International

139

Baccalaureate international baccalaureate examination.

Bonuses awarded to a teacher according to this paragraph shall

142

not exceed $2,000 in any given school year and shall be in

143

addition to any regular wage or other bonus the teacher received

144

or is scheduled to receive.

     (m)  Calculation of additional full-time equivalent

146

membership based on Advanced International Certificate of

147

Education examination scores of students.--A value of 0.24 full-

148

time equivalent student membership shall be calculated for each

149

student enrolled in a full-credit Advanced International

150

Certificate of Education course who receives a score of E or

151

higher on a subject examination. A value of 0.12 full-time

152

equivalent student membership shall be calculated for each

153

student enrolled in a half-credit Advanced International

154

Certificate of Education course who receives a score of E or

155

higher on a subject examination. A value of 0.3 full-time

156

equivalent student membership shall be calculated for each

157

student who receives an Advanced International Certificate of

158

Education diploma. Such value shall be added to the total full-

159

time equivalent student membership in basic programs for grades 9

160

through 12 in the subsequent fiscal year. The school district

161

shall distribute to each classroom teacher who provided Advanced

162

International Certificate of Education instruction:

163

     1.  A bonus in the amount of $50 for each student taught by

164

the Advanced International Certificate of Education teacher in

165

each full-credit Advanced International Certificate of Education

166

course who receives a score of E or higher on the Advanced

167

International Certificate of Education examination. A bonus in

168

the amount of $25 for each student taught by the Advanced

169

International Certificate of Education teacher in each half-

170

credit Advanced International Certificate of Education course who

171

receives a score of E or higher on the Advanced International

172

Certificate of Education examination.

     2.  An additional bonus of $500 to each Advanced

174

International Certificate of Education teacher in a school

175

designated with a grade of "D" or "F" who has at least one

176

student scoring E or higher on the full-credit Advanced

177

International Certificate of Education examination, regardless of

178

the number of classes taught or of the number of students scoring

179

an E or higher on the full-credit Advanced International

180

Certificate of Education examination.

     3.  Additional bonuses of $250 each to teachers of half-

182

credit Advanced International Certificate of Education classes in

183

a school designated with a grade of "D" or "F" which has at least

184

one student scoring an E or higher on the half-credit Advanced

185

International Certificate of Education examination in that class.

The maximum additional bonus for a teacher awarded in accordance

187

with this subparagraph shall not exceed $500 in any given school

188

year. Teachers receiving an award under subparagraph 2. are not

189

eligible for a bonus under this subparagraph.

Bonuses awarded to a teacher according to this paragraph shall

192

not exceed $2,000 in any given school year and shall be in

193

addition to any regular wage or other bonus the teacher received

194

or is scheduled to receive.

     (n)  Calculation of additional full-time equivalent

196

membership based on college board advanced placement scores of

197

students.--A value of 0.24 full-time equivalent student

198

membership shall be calculated for each student in each advanced

199

placement course who receives a score of 3 or higher on the

200

College Board Advanced Placement Examination for the prior year

201

and added to the total full-time equivalent student membership in

202

basic programs for grades 9 through 12 in the subsequent fiscal

203

year. Each district must allocate at least 80 percent of the

204

funds provided to the district for advanced placement

205

instruction, in accordance with this paragraph, to the high

206

school that generates the funds. The school district shall

207

distribute to each classroom teacher who provided advanced

208

placement instruction:

209

     1.  A bonus in the amount of $50 for each student taught by

210

the Advanced Placement teacher in each advanced placement course

211

who receives a score of 3 or higher on the College Board Advanced

212

Placement Examination.

     2.  An additional bonus of $500 to each Advanced Placement

214

teacher in a school designated with a grade of "D" or "F" who has

215

at least one student scoring 3 or higher on the College Board

216

Advanced Placement Examination, regardless of the number of

217

classes taught or of the number of students scoring a 3 or higher

218

on the College Board Advanced Placement Examination.

Bonuses awarded to a teacher according to this paragraph shall

221

not exceed $2,000 in any given school year and shall be in

222

addition to any regular wage or other bonus the teacher received

223

or is scheduled to receive.

     Section 4.  This act shall take effect July 1, 2008.
