A bill to be entitled

An act relating to the recreational marine industry;
3
amending s. 288.906, F.S.; requiring that the annual
4
report issued by Enterprise Florida, Inc., contain certain
5
information related to the recreational marine industry of
6
this state; providing an effective date.

Be It Enacted by the Legislature of the State of Florida:

Section 1. Section 288.906, Florida Statutes, is amended to
11
read:
12
288.906 Annual report of Enterprise Florida, Inc.;
13
audits.--On or before Prior to December 1 of each year,
14
Enterprise Florida, Inc., shall submit to the Governor, the
15
President of the Senate, the Speaker of the House of
16
Representatives, the Senate Minority Leader, and the House
17
Minority Leader a complete and detailed report including, but not
18
limited to:
19
(1) A description of the operations and accomplishments of
20
Enterprise Florida, Inc., and its boards and advisory committees
21
or similar groups created by Enterprise Florida, Inc., and an
22
identification of any major trends, initiatives, or developments
23
affecting the performance of any program or activity.
24
(2) An evaluation of progress towards achieving
25
organizational goals and specific performance outcomes, both
26
short-term and long-term, established pursuant to s. 288.905.
27
(3) Methods for implementing and funding the operations of
28
Enterprise Florida, Inc., and its boards.
29
(4) A description of the operations and accomplishments of
30
Enterprise Florida, Inc., and its boards with respect to
31
aggressively marketing Florida's rural communities and distressed
32
urban communities as locations for potential new investment and
33
job creation, aggressively assisting in the creation, retention,
34
and expansion of existing businesses and job growth in these
35
communities, and aggressively assisting these communities in the
36
identification and development of new economic development
37
opportunities.

(5) A description and evaluation of the operations and
39
accomplishments of Enterprise Florida, Inc., and its boards with
40
respect to interaction with local and private economic
41
development organizations, including an identification of any
42
specific programs or activities which promoted the activities of
43
such organizations and an identification of any specific programs
44
or activities which promoted a comprehensive and coordinated
45
approach to economic development in this state.

(6) An assessment of job creation that directly benefits
47
participants in the welfare transition program.
48
(7) An annual compliance and financial audit of accounts
49
and records by an independent certified public accountant at the
50
end of its most recent fiscal year performed in accordance with
51
rules adopted by the Auditor General.

(8) A description of efforts to support the growth of
53
recreational marine businesses presently operating in this state.
54
(9) A description of the recruitment of boat manufacturers
55
and marine accessory manufacturers for the purpose of
56
establishing operations in this state and retaining boat
57
manufacturers and marine accessory manufacturers currently
58
operating in this state.

(10) A description of trends in public marine water access,
60
any loss or gain of marina and boatyard facilities in this state,
61
and any loss or gain in recreational marine businesses to other
62
states.

The detailed report required by this section subsection shall
65
also include the information identified in subsections (1)-(7),
66
if applicable, for any board established within the corporate
67
structure of Enterprise Florida, Inc.

Section 2. This act shall take effect July 1, 2008.
