4     Remove everything after the resolving clause and insert:
5     That the creation of Section 8 of Article IX and the
6creation of a new section in Article XII of the State
7Constitution are agreed to and shall be submitted to the
8electors of this state for approval or rejection at the next
9general election:

EDUCATION
12     SECTION 8.  Florida college system.--
13     (a)  PURPOSES.  In order to maximize open access for
14students, respond to community needs for postsecondary academic
15education and career degree education, and provide associate and
16baccalaureate degrees that will best meet the state's employment
17needs, the people hereby establish a system of governance for
18the Florida college system.
19     (b)  FLORIDA COLLEGE SYSTEM.  There shall be a single
20Florida college system comprised of two-year and four-year
21public postsecondary educational institutions that grant
22academic degrees at the undergraduate level as provided by law.
23An institution within the Florida college system may not offer
24graduate degree programs.
25     (c)  LOCAL BOARDS OF TRUSTEES.  Each institution within the
26Florida college system shall be governed by a local board of
27trustees as provided by law. The membership of each local board
28of trustees shall be as provided by law.
29     (d)  FLORIDA COLLEGE BOARD.  The Florida college board
30shall oversee and coordinate the Florida college system as
31provided by law. The governor shall appoint to the board six
32citizens dedicated to the purposes of the Florida college
33system. The appointed members shall be confirmed by the senate
34and serve staggered terms of four years as provided by law. The
35commissioner of education shall also be a member of the board.

SCHEDULE
38     Florida college system.--The creation of Section 8 of
39Article IX, which establishes the Florida college system, and
40this section, if submitted to the electors of this state for
41approval or rejection at the next general election and if
42approved, shall take effect July 1 of the year following such
43general election.
44     BE IT FURTHER RESOLVED that the following statement be
45placed on the ballot:

49     ESTABLISHING THE FLORIDA COLLEGE SYSTEM.--Proposing
50amendments to the State Constitution which will establish the
51Florida College System comprised of 2-year and 4-year public
52postsecondary educational institutions that grant academic
53degrees at the undergraduate level as provided by law; provide
54for the governance of each institution within the Florida
55College System by a local board of trustees as provided by law;
56provide that the Florida College Board, which shall be comprised
57of the Commissioner of Education and six citizens appointed by
58the Governor and confirmed by the Senate, shall oversee and
59coordinate the Florida College System as provided by law; and
60provide that these amendments shall take effect July 1 of the
61year following the next general election.
