12 | SECTION 8. Florida college system.-- |
13 | (a) PURPOSES. In order to maximize open access for |
14 | students, respond to community needs for postsecondary academic |
15 | education and career degree education, and provide associate and |
16 | baccalaureate degrees that will best meet the state's employment |
17 | needs, the people hereby establish a system of governance for |
18 | the Florida college system. |
19 | (b) FLORIDA COLLEGE SYSTEM. There shall be a single |
20 | Florida college system comprised of two-year and four-year |
21 | public postsecondary educational institutions that grant |
22 | academic degrees at the undergraduate level as provided by law. |
23 | An institution within the Florida college system may not offer |
24 | graduate degree programs. |
25 | (c) LOCAL BOARDS OF TRUSTEES. Each institution within the |
26 | Florida college system shall be governed by a local board of |
27 | trustees as provided by law. The membership of each local board |
28 | of trustees shall be as provided by law. |
29 | (d) FLORIDA COLLEGE BOARD. The Florida college board |
30 | shall oversee and coordinate the Florida college system as |
31 | provided by law. The governor shall appoint to the board six |
32 | citizens dedicated to the purposes of the Florida college |
33 | system. The appointed members shall be confirmed by the senate |
34 | and serve staggered terms of four years as provided by law. The |
35 | commissioner of education shall also be a member of the board. |

37 | SCHEDULE |
38 | Florida college system.--The creation of Section 8 of |
39 | Article IX, which establishes the Florida college system, and |
40 | this section, if submitted to the electors of this state for |
41 | approval or rejection at the next general election and if |
42 | approved, shall take effect July 1 of the year following such |
43 | general election. |
44 | BE IT FURTHER RESOLVED that the following statement be |
45 | placed on the ballot: |

49 | ESTABLISHING THE FLORIDA COLLEGE SYSTEM.--Proposing |
50 | amendments to the State Constitution which will establish the |
51 | Florida College System comprised of 2-year and 4-year public |
52 | postsecondary educational institutions that grant academic |
53 | degrees at the undergraduate level as provided by law; provide |
54 | for the governance of each institution within the Florida |
55 | College System by a local board of trustees as provided by law; |
56 | provide that the Florida College Board, which shall be comprised |
57 | of the Commissioner of Education and six citizens appointed by |
58 | the Governor and confirmed by the Senate, shall oversee and |
59 | coordinate the Florida College System as provided by law; and |
60 | provide that these amendments shall take effect July 1 of the |
61 | year following the next general election. |
