The Committee on Finance and Tax (Deutch) recommended the

following amendment:

     Senate Amendment (with title amendment)

     Between line(s) 33 and 34,

insert:

     Section 2. If the Taxation and Budget Reform Commission's

9

proposed constitutional amendment eliminating the required local

10

effort in favor of a 1-cent sales tax increase is placed on the

11

November 4, 2008, ballot, and further anticipating that the

12

elimination of the required local effort will result in an $11

13

billion dollar cut to funding of public education, and given that

14

the 1-cent sales tax increase is only expected to generate $4

15

billion dollars, the Legislature shall, no later than October 28,

16

2008, identify the specific sources of funding, specifically

17

including the elimination of sales tax exemptions, to offset the

18

cuts to public education funding.

And the title is amended as follows:

     On line 4, after the semicolon,

23

insert:

requiring the Legislature, by a specific date, to identify

25

the specific sources of funding to offset certain cuts to

26

public education funding which are anticipated to result

if a proposed amendment to eliminate the required local

28

effort passes;
