shall complete the research for the required study by January 1,

2009. The gap analysis study shall define the ideal program. The

11

task force shall submit the gap analysis study and its review and

12

recommended plan to the Governor, the President of the Senate,

13

the Speaker of the House of Representatives, and the State

14

Surgeon General by March 1, 2009.
