A bill to be entitled

An act relating to conventions and tourism; requiring the

3

Florida Commission on Tourism, the Florida Black Business

4

Investment Board, Inc., and the Office of Tourism, Trade,

5

and Economic Development to jointly establish and use

6

African-American businesses in the convention and tourism

7

industry; providing guidelines; providing for a committee

8

to enforce the program; providing an effective date.

Be It Enacted by the Legislature of the State of Florida:

     Section 1. (1) The Florida Commission on Tourism, the

13

Florida Black Business Investment Board, Inc, and the Office of

14

Tourism, Trade, and Economic Development shall jointly establish

15

a cooperative program to use African-American businesses to

16

publicize the tourism advantages of this state. The commission

17

may contract with its direct-support organization to administer

18

the program.

     (2) A committee shall be formed to enforce fairness in

20

African-American participation and use in the convention and

21

tourism industry. The committee members shall be appointed by the

22

Florida Black Business Investment Board, Inc., and approved by

23

the Governor.

     (3) The Florida Commission on Tourism, the Florida Black

25

Business Investment Board, Inc., and the Office of Tourism,

26

Trade, and Economic Development shall consider the use of price

27

preferences of up to 10 percent, weighted preference formulas, or

28

other preferences for vendors that are determined appropriate

29

pursuant to guidelines established under s. 287.09451(4), Florida

30

Statutes, in order to increase the participation of African-

31

American-owned businesses in the convention and tourism industry.

     Section 2.  This act shall take effect July 1, 2008.
