A bill to be entitled

An act relating to the Kidcare outreach program for

3

uninsured children; requiring the Office of Program Policy

4

Analysis and Government Accountability to perform a study

5

of the outreach efforts of the Kidcare program; providing

6

requirements for the study; requiring a report to the

7

Legislature by a specified date; providing an effective

8

date.

Be It Enacted by the Legislature of the State of Florida:

     Section 1. The Office of Program Policy Analysis and

13

Government Accountability shall perform a study of the

14

effectiveness of the Kidcare outreach program for uninsured

15

children. As part of determining the effectiveness of the

16

program, OPPAGA shall examine the current practices of the Social

17

Services Estimating Conference, the Department of Health, the

18

Children's Medical Services, the Agency for Health Care

19

Administration, the Department of Children and Family Services,

20

the Florida Healthy Kids Corporation, and the Department of

21

Education as they relate to determining expenditures,

22

coordinating with other related health programs at the state and

23

local levels to avoid duplication of effort and promote

24

consistency, providing services to children participating in the

25

Florida Kidcare program, making program information available to

26

all Florida parents of eligible children, offering the services

27

of the program to the target population, determining eligibility,

28

providing medical assistance, and increasing enrollment in the

29

Kidcare program. In addition to determining the effectiveness of

30

the Kidcare outreach program, the report shall focus on local

31

outreach in counties where the program enrollment is atypically

32

low. The report shall examine how counties having higher

33

enrollment levels reach the intended population. If the report

34

finds deficiencies in the outreach process, the report shall

35

provide options for correcting those deficiencies and shall

36

include the projected cost of implementing those options. In

37

conducting the study, the Office of Program Policy Analysis and

38

Government Accountability shall consult with the Department of

39

Health and the Department of Children and Family Services in

40

addition to other interested entities that may offer experiences

41

and perspectives unique to this area of research. The report

42

shall be submitted to the President of the Senate and the Speaker

43

of the House of Representatives by January 1, 2009.

     Section 2.  This act shall take effect upon becoming a law.
