     (8) Notwithstanding s. 216.301, funds that have been

appropriated to implement this section do not revert until the

9

end of the second fiscal year after the appropriation. Of the

10

funds appropriated in the 2008-2009 fiscal year, $1.5 million

11

shall be used for international cultural festival planning and

12

programming that generates significant regional or statewide

13

return on investment and uses existing state-owned cultural

14

facilities.
