The Committee on Commerce (Diaz de la Portilla) recommended the

following amendment:

     Delete everything after the enacting clause

and insert:

     Section 1.  This act may be cited as the "Sergeant Chris

8

Reyka Memorial Crime Prevention Act."

9

     Section 2.  Pilot Project relating to surveillance systems

10

for late-night businesses.--

11

     (1) PURPOSE.--This law creates a pilot project in Broward

12

and Palm Beach counties to establish a grant program to provide

13

funding for the purchase and installation of parking lot

14

surveillance systems for late-night businesses. The use of these

15

systems may serve to prevent crime and will assist law

16

enforcement agencies in the event that crimes occur.

17

     (2) DEFINITIONS.--For purposes of this section, the term:

18

     (a) "Late-night business" means a business in Broward or

19

Palm Beach county that is open to the general public between the

20

hours of 11 p.m. and 5 a.m. on a regular basis.

21

     (b) "Regular basis:" means a minimum of 200 days per year.

22

     (c) "Surveillance system" means a digital video security

23

camera system that meets the specifications established by the

24

applicable county sheriff's office.

25

     (3) GRANT QUALIFICATIONS.--If a felony has occurred at a

26

late-night business after January 1, 2008, that business may

27

apply to the county sheriff's office to receive reimbursement of

28

up to $1,000 for expenditures related to the purchase and

29

installation of a surveillance system. The application must

30

include receipts relating to the costs of the purchase and

31

installation of the equipment. The sheriff's office may establish

32

additional qualifications criteria.

     (4) PILOT PROJECT FUNDING.--Subject to appropriation, grants

34

provided by the counties sheriff offices to qualified businesses

35

shall be funded through grants provided by the Florida Department

36

of Law Enforcement with funds from the Byrne Memorial Local Law

37

Enforcement Assistance Program funds.

     Section 3.  This act shall take effect July 1, 2008.
