An act relating to security for late-night businesses;

providing a short title; creating a pilot project within

specified counties to fund surveillance systems for late-
5
night businesses; providing a purpose; providing
6
definitions; providing grant qualifications; providing for

pilot project funding; providing an effective date.

Be It Enacted by the Legislature of the State of Florida:

Section 1. This act may be cited as the "Sergeant Chris
12
Reyka Memorial Crime Prevention Act."

Section 2. Pilot Project relating to surveillance systems
14
for late-night businesses.--

(1) PURPOSE.--This act creates a pilot project in Broward
16
and Palm Beach Counties to establish a grant program to provide
17
funding for the purchase and installation of parking lot
18
surveillance systems for late-night businesses. The use of these
19
systems may serve to prevent crime and will assist law
20
enforcement agencies in the event that crimes occur.

(2) DEFINITIONS.--For purposes of this section, the term:

(a) "Late-night business" means a business located in
23
Broward County or Palm Beach County which is open to the public
24
between the hours of 11 p.m. and 5 a.m. on a regular basis.
25
(b) "Regular basis" means a minimum of 200 days per year.
26
(c) "Surveillance system" means a digital video security
27
camera system that meets the specifications established by the
28
applicable county sheriff's office.

(3) GRANT QUALIFICATIONS.--If a felony has occurred at a
30
late-night business after January 1, 2008, that business may
31
apply to the county sheriff's office to receive reimbursement of
32
up to $1,000 for expenditures related to the purchase and
33
installation of a surveillance system. The application must
34
include receipts relating to the costs of the purchase and
35
installation of the equipment. The sheriff's office may establish
36
additional qualification criteria.

(4) PILOT PROJECT FUNDING.--Subject to an appropriation,
38
grants provided by each sheriff's office to qualified businesses
39
shall be funded through grants provided by the Department of Law
40
Enforcement using funds from the Byrne Memorial Local Law
41
Enforcement Assistance Program funds.

Section 3. This act shall take effect July 1, 2008.
