4 | Remove everything after the enacting clause and insert: |
5 | Section 1. Teachers who complete 300 inservice hours or |
6 | the equivalent for a reading endorsement shall be credited with |
7 | 120 inservice hours towards their English for Speakers of Other |
8 | Languages (ESOL) endorsement or certification. In addition, |
9 | these teachers must complete 180 inservice hours of ESOL |
10 | training to become ESOL endorsed or certified. The 180 inservice |
11 | hours must include the following: 60 inservice hours of applied |
12 | linguistics for second language learners or documented |
13 | completion of such training; 60 inservice hours of methods of |
14 | teaching ESOL or documented completion of such training; and 60 |
15 | inservice hours of practicum or demonstration of mastery in ESOL |
16 | or documented completion of such training. Documentation of |
17 | these inservice requirements is subject to approval by the |
18 | Department of Education. |
19 | Section 2. Reading and English for Speakers of Other |
20 | Languages (ESOL) Inservice Requirements Task Force.-- |
21 | (1)(a) Effective upon this act becoming a law, there is |
22 | created the Reading and English for Speakers of Other Languages |
23 | (ESOL) Inservice Requirements Task Force with the purpose of |
24 | reviewing and making recommendations for: |
25 | 1. Improvement to existing statutes. |
26 | 2. Improvement to existing required training components |
27 | associated with second language acquisition and ESOL methods |
28 | courses. |
29 | 3. The inclusion of any competencies for ESOL missing from |
30 | the reading endorsement. |
31 | 4. Required components and competencies for the practicum. |
32 | 5. Evaluation methods for implementation. |
33 | 6. Standards for endorsement and certification credentials |
34 | in bilingual education for teachers working in bilingual |
35 | programs. |
36 | (b) The task force shall be composed of the following 16 |
37 | members and shall be ethnically, culturally, and geographically |
38 | diverse. Members of the task force shall be a representative |
39 | sample from various associations and organizations related to |
40 | ESOL and education: |
41 | 1. The Commissioner of Education, or his or her designee. |
42 | 2. One representative who shall be selected from nominees |
43 | presented by the Florida Reading Association, who shall be |
44 | appointed by the Commissioner of Education and serve as co- |
45 | chair. |
46 | 3. One representative selected from nominees presented by |
47 | Sunshine State Teachers of English to Speakers of Other |
48 | Languages of Florida, Inc., who shall be appointed by the |
49 | Commissioner of Education and serve as co-chair. |
50 | 4. One representative from the Florida Center for Reading |
51 | Research. |
52 | 5. A principal of a school with at least 200 ESOL |
53 | students. |
54 | 6. Three kindergarten through grade 12 teachers, one of |
55 | whom shall be certified in reading appointed by the Governor, |
56 | one of whom shall be certified in ESOL appointed by the Speaker |
57 | of the House of Representatives, and one of whom shall be |
58 | certified in both areas appointed by the President of the |
59 | Senate. |
60 | 7. Two district school superintendents, or their |
61 | designees, to be appointed by the Commissioner of Education. |
62 | 8. Two representatives from the Florida Association of |
63 | Bilingual and ESOL Supervisors appointed by the Speaker of the |
64 | House of Representatives. |
65 | 9. A representative from the Florida Education Association |
66 | appointed by the President of the Senate. |
67 | 10. A representative from a college or university, who has |
68 | knowledge of teacher preparation programs for reading and ESOL |
69 | appointed by the Board of Governors. |
70 | 11. A representative from the Florida Association of Staff |
71 | Development appointed by the Governor. |
72 | 12. One national expert in Second Language Reading to be |
73 | nominated by Teachers of English to Speakers of Other Languages, |
74 | Inc. |
75 | (2) The members of the task force shall be appointed by |
76 | July 1, 2008, and shall convene the initial meeting of the task |
77 | force by September 1, 2008. |
78 | (3) The task force is assigned to the Department of |
79 | Education for administrative purposes and shall be in effect for |
80 | 3 years. Members of the task force shall serve without |
81 | compensation but are entitled to per diem and travel expenses |
82 | under s. 112.061, Florida Statutes. Members of the task force |
83 | are subject to the Code of Ethics for Public Officers and |
84 | Employees under part III of chapter 112, Florida Statutes. |
85 | (4) By February 1, 2009, the task force shall submit a |
86 | report to the Governor, the President of the Senate, and the |
87 | Speaker of the House of Representatives that includes, but is |
88 | not limited to, information and recommendations regarding the |
89 | inservice requirements for reading and ESOL teachers in the |
90 | state. |
91 | (5) Upon delivery of its final report and recommendations, |
92 | the task force is abolished. |
93 | Section 3. Except as otherwise expressly provided in this |
94 | act, this act shall take effect July 1, 2008. |
