3     Amendment (with title amendment)
4     Remove everything after the enacting clause and insert:
5     Section 1.  Teachers who complete 300 inservice hours or
6the equivalent for a reading endorsement shall be credited with
7120 inservice hours towards their English for Speakers of Other
8Languages (ESOL) endorsement or certification. In addition,
9these teachers must complete 180 inservice hours of ESOL
10training to become ESOL endorsed or certified. The 180 inservice
11hours must include the following: 60 inservice hours of applied
12linguistics for second language learners or documented
13completion of such training; 60 inservice hours of methods of
14teaching ESOL or documented completion of such training; and 60
15inservice hours of practicum or demonstration of mastery in ESOL
16or documented completion of such training. Documentation of
17these inservice requirements is subject to approval by the
18Department of Education.
19     Section 2.  Reading and English for Speakers of Other
20Languages (ESOL) Inservice Requirements Task Force.--
21     (1)(a)  Effective upon this act becoming a law, there is
22created the Reading and English for Speakers of Other Languages
23(ESOL) Inservice Requirements Task Force with the purpose of
24reviewing and making recommendations for:
25     1.  Improvement to existing statutes.
26     2.  Improvement to existing required training components
27associated with second language acquisition and ESOL methods
28courses.
29     3.  The inclusion of any competencies for ESOL missing from
30the reading endorsement.
31     4.  Required components and competencies for the practicum.
32     5.  Evaluation methods for implementation.
33     6.  Standards for endorsement and certification credentials
34in bilingual education for teachers working in bilingual
35programs.
36     (b)  The task force shall be composed of the following 16
37members and shall be ethnically, culturally, and geographically
38diverse. Members of the task force shall be a representative
39sample from various associations and organizations related to
40ESOL and education:
41     1.  The Commissioner of Education, or his or her designee.
42     2.  One representative who shall be selected from nominees
43presented by the Florida Reading Association, who shall be
44appointed by the Commissioner of Education and serve as co-
45chair.
46     3.  One representative selected from nominees presented by
47Sunshine State Teachers of English to Speakers of Other
48Languages of Florida, Inc., who shall be appointed by the
49Commissioner of Education and serve as co-chair.
50     4.  One representative from the Florida Center for Reading
51Research.
52     5.  A principal of a school with at least 200 ESOL
53students.
54     6.  Three kindergarten through grade 12 teachers, one of
55whom shall be certified in reading appointed by the Governor,
56one of whom shall be certified in ESOL appointed by the Speaker
57of the House of Representatives, and one of whom shall be
58certified in both areas appointed by the President of the
59Senate.
60     7.  Two district school superintendents, or their
61designees, to be appointed by the Commissioner of Education.
62     8.  Two representatives from the Florida Association of
63Bilingual and ESOL Supervisors appointed by the Speaker of the
64House of Representatives.
65     9.  A representative from the Florida Education Association
66appointed by the President of the Senate.
67     10.  A representative from a college or university, who has
68knowledge of teacher preparation programs for reading and ESOL
69appointed by the Board of Governors.
70     11.  A representative from the Florida Association of Staff
71Development appointed by the Governor.
72     12.  One national expert in Second Language Reading to be
73nominated by Teachers of English to Speakers of Other Languages,
74Inc.
75     (2)  The members of the task force shall be appointed by
76July 1, 2008, and shall convene the initial meeting of the task
77force by September 1, 2008.
78     (3)  The task force is assigned to the Department of
79Education for administrative purposes and shall be in effect for
803 years. Members of the task force shall serve without
81compensation but are entitled to per diem and travel expenses
82under s. 112.061, Florida Statutes. Members of the task force
83are subject to the Code of Ethics for Public Officers and
84Employees under part III of chapter 112, Florida Statutes.
85     (4)  By February 1, 2009, the task force shall submit a
86report to the Governor, the President of the Senate, and the
87Speaker of the House of Representatives that includes, but is
88not limited to, information and recommendations regarding the
89inservice requirements for reading and ESOL teachers in the
90state.
91     (5)  Upon delivery of its final report and recommendations,
92the task force is abolished.
93     Section 3.  Except as otherwise expressly provided in this
94act, this act shall take effect July 1, 2008.
