holding company group has in-force a number of personal

residential insurance policies covering property in this state,

including coverage for the peril of wind, that equals the number

of personal residential insurance policies covering property in

this state that the insurer or insurer group had in-force as of

December 31, 2003. The commission may adopt rules to implement

this section.
