Senate Memorial

A memorial to the Congress of the United States, urging

3

Congress to summarily reject any legislative proposal that

4

would increase the federal excise tax on gasoline.

     WHEREAS, several proposals have been put forth by members of

7

Congress to raise the federal excise tax on gasoline, and

8

     WHEREAS, historically high gasoline prices have greatly

9

increased the costs of driving and increasing federal gasoline

10

taxes will hurt residential and business consumers even more, and

11

     WHEREAS, among residential consumers, lower-income consumers

12

whose fuel costs consume a proportionally larger share of their

13

budgets and consumers who reside in rural or suburban areas and

14

must drive long distances for their livelihoods will be hurt the

15

most, and

16

     WHEREAS, among business consumers, the nation's airlines,

17

merchant marine industry, and trucking industry will be

18

disadvantaged since fuel costs are a proportionately larger share

19

of these industry's costs, and

20

     WHEREAS, increasing the federal excise taxes on gasoline

21

increases the cost burden in the transportation sector,

22

increasing costs associated with virtually all products requiring

23

transportation to market, and

24

     WHEREAS, increased federal gasoline taxes would lead to

25

reductions in the disposable income of consumers who must pay

26

more for their own fuel and transported products, and

27

     WHEREAS, reductions in consumers' disposable income

28

adversely affect economic growth in general and this state's

29

tourist-based economy in particular, NOW, THEREFORE,

Be It Resolved by the Legislature of the State of Florida:

     That the Congress of the United States is requested to

34

summarily reject any legislative proposal that would raise the

35

federal excise tax on gasoline.

     BE IT FURTHER RESOLVED that copies of this memorial be

37

dispatched to the President of the United States, to the

38

President of the United States Senate, to the Speaker of the

39

United States House of Representatives, and to each member of the

40

Florida delegation to the United States Congress.
