4 | business, and institution operating in the state and |
5 | receiving state funds, and each public airport in the |
6 | state, to collect aluminum beverage cans and recyclable |
7 | plastic and glass from its place of business, or from |
8 | the entities doing business at the airport, and to offer |
9 | such materials for recycling; providing an effective |
10 | date. |

12 | Be It Enacted by the Legislature of the State of Florida: |
13 |

14 | Section 1. Section 403.7145, Florida Statutes, is |
15 | amended to read: |
16 | 403.7145 Recycling.-- |
17 | (1) The Capitol and the House and Senate office |
18 | buildings constitute the Capitol recycling area. The Florida |
19 | House of Representatives, the Florida Senate, and the Office |
20 | of the Governor, the Secretary of State, and each Cabinet |
21 | officer who heads a department that occupies office space in |
22 | the Capitol, shall institute a recycling program for their |
23 | respective offices in the House and Senate office buildings |
24 | and the Capitol. Provisions shall be made to collect and sell |
25 | wastepaper and empty aluminum beverage cans generated by |
26 | employee activities in these offices. The collection and sale |
27 | of such materials shall be coordinated with Department of |
28 | Management Services recycling activities to maximize the |
29 | efficiency and economy of this program. The Governor, the |
30 | Speaker of the House of Representatives, the President of the |
31 | Senate, the Secretary of State, and the Cabinet officers may |
32 | authorize the use of proceeds from recyclable material sales |
33 | for employee benefits and other purposes, in order to provide |
34 | incentives to their respective employees for participation in |
35 | the recycling program. Such proceeds may also be used to |
36 | offset any costs of the recycling program. |
37 | (2) Each state agency, the judicial branch of state |
38 | government, and the State University System shall collect and |
39 | sell, to the greatest extent practicable, aluminum, glass, and |
40 | plastic beverage containers, and other recyclable materials |
41 | and products used during the operation of facilities and |
42 | offices and may use the proceeds of the sale of such materials |
43 | and products for employee benefits and other purposes and |
44 | thereby provide incentives for employees to participate in the |
45 | recycling program. Such proceeds may also be used to offset |
46 | any recycling program costs. |
47 | (3) Each organization, association, business, or |
48 | institution operating in the state and receiving state funds |
49 | shall, to the greatest extent practicable, collect aluminum |
50 | beverage cans and recyclable plastic and glass at all |
51 | locations where the organization, association, business, or |
52 | institution operates or does business, and shall offer such |
53 | materials for recycling. Each organization, association, |
54 | business, or institution may retain and use any proceeds |
55 | received from the sale of these materials for recycling to |
56 | offset the cost associated with collecting and recycling such |
57 | materials. |
58 | (4) Each public airport operating in this state shall, |
59 | to the greatest extent practicable, collect aluminum beverage |
60 | cans and recyclable plastic and glass from the airlines and |
61 | other entities doing business at the airport and offer such |
62 | materials for recycling. Each airport may retain and use any |
63 | proceeds received from the sale of these materials for |
64 | recycling to offset the costs associated with collecting and |
65 | recycling such materials. |
66 | Section 2. This act shall take effect July 1, 2008. |
