A bill to be entitled
2An act relating to recycling; amending s. 403.7145,
3F.S.; requiring each organization, association,
4business, and institution operating in the state and
5receiving state funds, and each public airport in the
6state, to collect aluminum beverage cans and recyclable
7plastic and glass from its place of business, or from
8the entities doing business at the airport, and to offer
9such materials for recycling; providing an effective
10date.

12Be It Enacted by the Legislature of the State of Florida:
13
14     Section 1.  Section 403.7145, Florida Statutes, is
15amended to read:
16     403.7145  Recycling.--
17     (1)  The Capitol and the House and Senate office
18buildings constitute the Capitol recycling area. The Florida
19House of Representatives, the Florida Senate, and the Office
20of the Governor, the Secretary of State, and each Cabinet
21officer who heads a department that occupies office space in
22the Capitol, shall institute a recycling program for their
23respective offices in the House and Senate office buildings
24and the Capitol. Provisions shall be made to collect and sell
25wastepaper and empty aluminum beverage cans generated by
26employee activities in these offices. The collection and sale
27of such materials shall be coordinated with Department of
28Management Services recycling activities to maximize the
29efficiency and economy of this program. The Governor, the
30Speaker of the House of Representatives, the President of the
31Senate, the Secretary of State, and the Cabinet officers may
32authorize the use of proceeds from recyclable material sales
33for employee benefits and other purposes, in order to provide
34incentives to their respective employees for participation in
35the recycling program. Such proceeds may also be used to
36offset any costs of the recycling program.
37     (2)  Each state agency, the judicial branch of state
38government, and the State University System shall collect and
39sell, to the greatest extent practicable, aluminum, glass, and
40plastic beverage containers, and other recyclable materials
41and products used during the operation of facilities and
42offices and may use the proceeds of the sale of such materials
43and products for employee benefits and other purposes and
44thereby provide incentives for employees to participate in the
45recycling program. Such proceeds may also be used to offset
46any recycling program costs.
47     (3)  Each organization, association, business, or
48institution operating in the state and receiving state funds
49shall, to the greatest extent practicable, collect aluminum
50beverage cans and recyclable plastic and glass at all
51locations where the organization, association, business, or
52institution operates or does business, and shall offer such
53materials for recycling. Each organization, association,
54business, or institution may retain and use any proceeds
55received from the sale of these materials for recycling to
56offset the cost associated with collecting and recycling such
57materials.
58     (4)  Each public airport operating in this state shall,
59to the greatest extent practicable, collect aluminum beverage
60cans and recyclable plastic and glass from the airlines and
61other entities doing business at the airport and offer such
62materials for recycling. Each airport may retain and use any
63proceeds received from the sale of these materials for
64recycling to offset the costs associated with collecting and
65recycling such materials.
66     Section 2.  This act shall take effect July 1, 2008.
