A bill to be entitled
2An act relating to recycling; amending s. 403.7145, F.S.;
3requiring each organization, association, business, and
4institution operating in the state and receiving state
5funds, and each public airport in the state, to collect
6aluminum beverage cans and recyclable plastic and glass
7from its place of business, or from the entities doing
8business at the airport, and to offer such materials for
9recycling; providing an effective date.

11Be It Enacted by the Legislature of the State of Florida:

13     Section 1.  Section 403.7145, Florida Statutes, is amended
14to read:
15     403.7145  Recycling.--
16     (1)  The Capitol and the House and Senate office buildings
17constitute the Capitol recycling area. The Florida House of
18Representatives, the Florida Senate, and the Office of the
19Governor, the Secretary of State, and each Cabinet officer who
20heads a department that occupies office space in the Capitol,
21shall institute a recycling program for their respective offices
22in the House and Senate office buildings and the Capitol.
23Provisions shall be made to collect and sell wastepaper and
24empty aluminum beverage cans generated by employee activities in
25these offices. The collection and sale of such materials shall
26be coordinated with Department of Management Services recycling
27activities to maximize the efficiency and economy of this
28program. The Governor, the Speaker of the House of
29Representatives, the President of the Senate, the Secretary of
30State, and the Cabinet officers may authorize the use of
31proceeds from recyclable material sales for employee benefits
32and other purposes, in order to provide incentives to their
33respective employees for participation in the recycling program.
34Such proceeds may also be used to offset any costs of the
35recycling program.
36     (2)  Each state agency, the judicial branch of state
37government, and the State University System shall collect and
38sell, to the greatest extent practicable, aluminum, glass, and
39plastic beverage containers, and other recyclable materials and
40products used during the operation of facilities and offices and
41may use the proceeds of the sale of such materials and products
42for employee benefits and other purposes and thereby provide
43incentives for employees to participate in the recycling
44program. Such proceeds may also be used to offset any recycling
45program costs.
46     (3)  Each organization, association, business, or
47institution operating in the state and receiving state funds
48shall, to the greatest extent practicable, collect aluminum
49beverage cans and recyclable plastic and glass at all locations
50where the organization, association, business, or institution
51operates or does business, and shall offer such materials for
52recycling. Each organization, association, business, or
53institution may retain and use any proceeds received from the
54sale of these materials for recycling to offset the cost
55associated with collecting and recycling such materials.
56     (4)  Each public airport operating in this state shall, to
57the greatest extent practicable, collect aluminum beverage cans
58and recyclable plastic and glass from the airlines and other
59entities doing business at the airport and offer such materials
60for recycling. Each airport may retain and use any proceeds
61received from the sale of these materials for recycling to
62offset the costs associated with collecting and recycling such
63materials. Airport administration offices, airport vendors, and
64airlines are encouraged to coordinate the collection of
65recyclable waste to the greatest extent practicable. The
66provisions of this subsection are not intended to interfere with
67any already established recycling activity.
68     Section 2.  This act shall take effect July 1, 2008.
