Senate Resolution

A resolution commending Representative Edward B. Bullard

3

for his longstanding public service and many valuable

4

contributions to this state.

5

     WHEREAS, State of Florida Representative Edward B. Bullard

7

was born on November 28, 1943, on the island of Nassau in the

8

Bahamas to Mr. and Mrs. Cyril and Violet Bullard, and

9

     WHEREAS, the Bullard family migrated in 1954 to historic

10

Richmond Heights, Florida, a community that cultivated his

11

interests and where he still resides, and

12

     WHEREAS, during his early years Representative Bullard

13

served as a paper boy and, as he delivered the paper daily,

14

enjoyed talking to the community's elders and leaders, many of

15

whom he continues to mingle and talk with today, and

16

     WHEREAS, upon graduating from Mays High School,

17

Representative Bullard entered the United States Army in which he

18

served until 1969 and then enrolled at Florida Agricultural and

19

Mechanical University where he graduated with a Bachelor's of

20

Science degree in Education and later earned a Master's of

21

Science degree from Florida Agricultural and Mechanical

22

University and Nova University respectively, and

23

     WHEREAS, he then returned to Richmond Heights as a probation

24

and parole officer and later to teach in the Miami-Dade County

25

public school system, where he was honored as the "Teacher of the

26

Year," and served for approximately 34 years as a teacher and

27

school administrator, fighting for educational initiatives and

28

instructing many of the children and grandchildren of the

29

community elders with whom he grew up and tossed papers to, and

30

     WHEREAS, in 1983 he married Larcenia Dunbar and has enjoyed

31

25 years of marital bliss and is the proud father of Vincent,

32

Deneen, Dwight, and Edwinalynn, accepting the title of Mr. Mom

33

while his wife, then Representative Larcenia Bullard, served in

34

the Florida House of Representatives, and

35

     WHEREAS, wanting to make a difference in the state,

36

Representative Bullard succeeded his wife's lead and ran for her

37

vacated seat in the House of Representatives, and

38

     WHEREAS, Representative Bullard served for 2 years until his

39

wife was elected as State Senator for District 39, making them

40

the first previously married couple to serve in the Florida

41

Legislature at the same time, appear on the same ballot, and

42

serve in the same legislature body for 3 consecutive years in the

43

United States and possibly the world, and be honored by the

44

Tallahassee Democrat on Valentine's Day in 2004 with a feature

45

article titled "Two Houses One Home," and

46

     WHEREAS, Representative Bullard is a proud member of the

47

5000 Role Models of Excellence, American Legion Post 182,

48

Collegian Club, Community Partnership for the Homeless,

49

Democratic Power, Elks Lodge 1078, FAMU Alumni Association,

50

Florida Association of Alternative School Educators, Friends of

51

Florida Park System, Homestead-Florida City Democratic Club, King

52

of Clubs, Miami-Dade County Democratic Club, and the NAACP; a

53

past Keeper of Records of the Kappa Alpha Psi Fraternity Inc.; a

54

life member of the Richmond Heights Crime Watch, Richmond Heights

55

Homeowners Association, and American Federation of School

56

Administrators; a past Vestry member of the Church of Ascension

57

and Community Concert Association; and a past Board Member of the

58

Zoological Society, and

59

     WHEREAS, after serving four consecutive terms,

60

Representative Bullard will soon depart his office due to term

61

limits, NOW, THEREFORE,

Be It Resolved by the Senate of the State of Florida:

64

     That this body commends Representative Bullard for his

66

longstanding public service and appreciates his many valuable

67

contributions to the residents of this state.

68

     BE IT FURTHER RESOLVED that a copy of this resolution, with

69

the Seal of the Senate affixed, be presented to Representative

70

Bullard as a tangible token of the sentiments of the Florida

71

Senate.
