10 | (65) FLORIDA TENNIS LICENSE PLATES.-- |
11 | (a) The department shall develop a Florida Tennis license |
12 | plate as provided in this section. The word "Florida" must |
13 | appear at the top of the plate, and the words "Play Tennis" must |
14 | appear at the bottom of the plate. The United States Tennis |
15 | Association Florida Section Foundation may submit a revised |
16 | sample plate for consideration by the department. |
17 | (b) The annual use fees shall be distributed to the |
18 | Florida Sports Foundation, a direct-support organization of the |
19 | Office of Tourism, Trade, and Economic Development. The license |
20 | plate annual use fees shall be annually allocated as follows: |
21 | 1. The United States Tennis Association Florida Section |
22 | shall receive the first $60,000 in proceeds from the annual use |
23 | fees to reimburse it for startup costs, administrative costs, |
24 | and other costs it incurs in the development and approval |
25 | process. |
26 | 2. Up to 5 percent of the proceeds from the annual use |
27 | fees may be used by the Florida Sports Foundation to administer |
28 | the license plate program. |
29 | 3. Up to 5 percent of the annual use fees may be used for |
30 | promoting and marketing the license plates. |
31 | 4. The remaining proceeds shall be made available by the |
32 | Florida Sports Foundation for grants awarded by the United |
33 | States Tennis Association Florida Section Foundation to benefit |
34 | nonprofit organizations to operate youth tennis programs and |
35 | adaptive tennis programs for special populations of all ages, |
36 | and for building, renovating, and maintaining public tennis |
37 | courts. |
38 | (66) LIGHTHOUSE LICENSE PLATES.-- |
39 | (a) The department shall develop a Lighthouse license |
40 | plate as provided in this section. The word "Florida" must |
41 | appear at the top of the plate, and the words "Visit Our Lights" |
42 | must appear at the bottom of the plate. |
43 | (b) The annual use fee shall be distributed to the Florida |
44 | Lighthouse Association, Inc., which may use a maximum of 10 |
45 | percent of the proceeds to promote and market the plate. The |
46 | remaining proceeds shall be used by the association to fund the |
47 | preservation, restoration, and protection of the 29 historic |
48 | lighthouses remaining in the state. |
49 | (67) I BELIEVE LICENSE PLATES.-- |
50 | (a) Notwithstanding s. 320.08053, the department shall |
51 | develop an I BELIEVE license plate as provided in this section. |
52 | I BELIEVE license plates must bear the colors and design |
53 | approved by the department. The word "Florida" must appear at |
54 | the top of the plate, and the words "I BELIEVE" must appear at |
55 | the bottom of the plate. |
56 | (b) The requirements of s. 320.08053 must be met prior to |
57 | the issuance of the plate. Thereafter, the license plate annual |
58 | use fees shall be distributed to Faith in Teaching, Inc., to |
59 | fund activities, programs, and projects that promote faith-based |
60 | education for youth within the state. Faith in Teaching, Inc., |
61 | may retain all revenue from the annual use fees until all |
62 | startup costs for developing and establishing the plate have |
63 | been recovered. Thereafter, up to 10 percent of the annual use |
64 | fee revenue may be used for administrative, promotional, and |
65 | marketing costs. |
66 | (68) IN GOD WE TRUST LICENSE PLATES.-- |
67 | (a) The department shall develop an In God We Trust |
68 | license plate as provided in this section. However, the |
69 | requirements of s. 320.08053 must be met before the plates are |
70 | issued. In God We Trust license plates must bear the colors and |
71 | design approved by the department. The word "Florida" must |
72 | appear at the top of the plate, and the words "In God We Trust" |
73 | must appear in the body of the plate. |
74 | (b) The license plate annual use fees shall be distributed |
75 | to the In God We Trust Foundation, Inc., to fund educational |
76 | scholarships for the children of Florida residents who are |
77 | members of the United States Armed Forces, the National Guard, |
78 | and the United States Armed Forces Reserve and for the children |
79 | of public safety employees who have died in the line of duty who |
80 | are not covered by existing state law. Funds shall also be |
81 | distributed to other 501(c)(3) organizations that may apply for |
82 | grants and scholarships and to provide educational grants to |
83 | public and private schools to promote the historical and |
84 | religious significance of American and Florida history. The In |
85 | God We Trust Foundation, Inc., shall distribute the license |
86 | plate annual use fees in the following manner: |
87 | 1. The In God We Trust Foundation, Inc., shall retain all |
88 | revenues from the sale of such plates until all startup costs |
89 | for developing and establishing the plate have been recovered. |
90 | 2. Ten percent of the funds received by the In God We |
91 | Trust Foundation, Inc., shall be expended for administrative |
92 | costs, promotion, and marketing of the license plate directly |
93 | associated with the operations of the In God We Trust |
94 | Foundation, Inc. |
95 | 3. All remaining funds shall be expended by the In God We |
96 | Trust Foundation, Inc., for programs. |
97 | (69) HORSE COUNTRY LICENSE PLATES.-- |
98 | (a) Notwithstanding s. 320.08053, the department shall |
99 | develop a Horse Country license plate as provided in this |
100 | section. Horse Country license plates must bear the colors and |
101 | design approved by the department. The word "Florida" must |
102 | appear at the top of the plate, and the words "Horse Country" |
103 | must appear at the bottom of the plate. |
104 | (b) The requirements of s. 320.08053 must be met prior to |
105 | the issuance of the plate. Thereafter, the license plate annual |
106 | use fees shall be distributed to PCMI Properties, Inc., to fund |
107 | programs involved in the rehabilitation of at-risk youth as |
108 | directed by the Board of Trustees of PCMI Properties, Inc. Such |
109 | funds may be used to provide educational materials, athletic |
110 | equipment, transportation, food, medical services, counseling, |
111 | scholarships, and other direct administrative and program |
112 | expenses. The funds may also be used as grants for expansion of |
113 | youth rehabilitation programs in the state. Special |
114 | consideration shall be given to programs using horses and other |
115 | livestock in the efforts to redirect at-risk youth. PCMI |
116 | Properties, Inc., may retain all revenue from the annual use |
117 | fees until all startup costs for developing and establishing the |
118 | plate have been recovered. Thereafter, up to 10 percent of the |
119 | annual use fee revenue may be used for promotion and marketing |
120 | of the plate, and as necessary for annual audit or compliance |
121 | affidavit costs. |
122 | Section 3. This act shall take effect October 1, 2008. |
