An act relating to workforce innovation; amending s.

3

445.007, F.S.; authorizing designation of a regional

4

workforce board as a one-stop operator and direct provider

5

of certain services by agreement of the chief elected

6

official and the Governor; requiring that Workforce

7

Florida, Inc., establish procedures for a regional

8

workforce board to request permission to operate and the

9

criteria for granting such permission; providing for the

10

permission to operate not exceed a certain period;

11

providing an effective date.

Be It Enacted by the Legislature of the State of Florida:

14

15

     Section 1.  Subsection (5) of section 445.007, Florida

16

Statutes, is amended, present subsections (6) through (8) of that

17

section are redesignated as subsections (7) through (9),

18

respectively, and a new subsection (6) is added to that section,

19

to read:

20

     445.007  Regional workforce boards.--

21

     (5)  Workforce Florida, Inc., shall implement a training

22

program for the regional workforce boards to familiarize board

23

members with the state's workforce development goals and

24

strategies.

     (6) The regional workforce board shall designate all local

26

service providers and may shall not transfer this authority to a

27

third party. In order to exercise independent oversight, The

28

regional workforce board may shall not be designated as a one-

29

stop operator and direct provider of intake, assessment,

30

eligibility determinations, or other direct provider services

31

except training services. Such designation may occur only with

32

the agreement of the chief elected official and the Governor as

33

specified in 29 U.S.C. s. 2832(f)(2). Workforce Florida, Inc.,

34

shall establish procedures by which a regional workforce board

35

may request permission to operate under this section and the

36

criteria under which such permission may be granted. The criteria

37

shall include, but need not be limited to, a reduction in the

38

cost of providing the permitted services. Such permission shall

39

be granted for a period not to exceed 3 years for any single

40

request submitted by the regional workforce board.

     Section 2.  This act shall take effect July 1, 2008.
