3     Amendment (with title amendment)
4     Remove line 1994 and insert:
5     Section 37.  (1)  This section shall take effect July 1,
62008.
7     (2)  Coordinating Council on Criminal Gang Reduction
8Strategies.--
9     (a)  The Coordinating Council on Criminal Gang Reduction
10Strategies is established within the Department of Legal Affairs
11and may consist of the following 11 members:
12     1.  The Attorney General or his or her designee.
13     2.  The executive director of the Department of law
14Enforcement or his or her designee.
15     3.  The Commissioner of Education or his or her designee.
16     4.  The Secretary of Children and Family Services or his or
17her designee.
18     5.  The Secretary of Corrections or his or her designee.
19     6.  The Secretary of Juvenile Justice or his or her
20designee.
21     7.  The Director of the Office of Drug Control or his or
22her designee.
23     8.  The Director of the Division of the Florida Highway
24Patrol or his or her designee.
25     9.  The President of the Florida Sheriffs Association or
26his or her designee.
27     10.  The President of the Florida Police Chiefs Association
28or his or her designee.
29     11.  The President of the Florida Prosecuting Attorneys
30Association or his or her designee.
31     (b)  The Attorney General shall serve as chair of the
32council, and the executive director of the Department of Law
33Enforcement shall serve as vice chair of the council. In the
34absence of the chair, the vice chair shall serve as chair.
35     (c)  The council shall meet at the call of the chair. A
36majority of the members of the council constitutes a quorum, and
37action by a majority of the council shall be official.
38     (d)  Members of the council may leave the council at any
39time upon notification to chair.
40     (e)  The council shall:
41     1.  Gather, compile, assimilate, and facilitate the
42distribution to government agencies and community organizations
43information on criminal gangs and at-risk youth prevention and
44intervention programs in this state.
45     2.  Develop a statewide strategy to stop the growth of,
46reduce the number of, and render ineffectual criminal gangs in
47this state.
48     3.  Coordinate and give guidance and support to efforts by
49federal, state, and local government agencies; federal, state
50and local law enforcement agencies; at-risk youth prevention and
51intervention organizations; elected officials and community
52leaders to combat criminal gangs and reduce criminal gang-
53related crime and violence in this state.
54     4.  Coordinate with any state agency, any political
55subdivision, or any school district of the state in the
56performance of its duties.
57     5.  Request from any department, division, board, bureau,
58commission, or other agency of the state or of any political
59subdivision thereof, cooperation and assistance in the
60performance of its duties.
61     (f)1.  The business of the council shall be presented to
62the council in the form of an agenda. The agenda shall be set by
63the chair and shall include items of business requested by the
64council members.
65     2.  The minutes for each meeting shall be submitted to the
66chair within 14 days after each meeting.
67     (g)  The Office of the Attorney General shall provide staff
68and administrative support to the council.
69     (h)  Members of the council or their designees shall serve
70without compensation. Notwithstanding s. 20.052, Florida
71Statutes, members are not entitled to reimbursement for per diem
72and travel expenses.
73     (i)  The council shall be subject to the provisions of
74chapter 119, Florida Statutes, related to public records, and
75the provisions of chapter 286, Florida Statutes, related to
76public meetings.
77     (j)  The council shall cease to exist on November 1, 2008.
78     Section 38.  Except as otherwise expressly provided in this
79act, this act shall take effect October 1, 2008.
