5 | Section 37. (1) This section shall take effect July 1, |
6 | 2008. |
7 | (2) Coordinating Council on Criminal Gang Reduction |
8 | Strategies.-- |
9 | (a) The Coordinating Council on Criminal Gang Reduction |
10 | Strategies is established within the Department of Legal Affairs |
11 | and may consist of the following 11 members: |
12 | 1. The Attorney General or his or her designee. |
13 | 2. The executive director of the Department of law |
14 | Enforcement or his or her designee. |
15 | 3. The Commissioner of Education or his or her designee. |
16 | 4. The Secretary of Children and Family Services or his or |
17 | her designee. |
18 | 5. The Secretary of Corrections or his or her designee. |
19 | 6. The Secretary of Juvenile Justice or his or her |
20 | designee. |
21 | 7. The Director of the Office of Drug Control or his or |
22 | her designee. |
23 | 8. The Director of the Division of the Florida Highway |
24 | Patrol or his or her designee. |
25 | 9. The President of the Florida Sheriffs Association or |
26 | his or her designee. |
27 | 10. The President of the Florida Police Chiefs Association |
28 | or his or her designee. |
29 | 11. The President of the Florida Prosecuting Attorneys |
30 | Association or his or her designee. |
31 | (b) The Attorney General shall serve as chair of the |
32 | council, and the executive director of the Department of Law |
33 | Enforcement shall serve as vice chair of the council. In the |
34 | absence of the chair, the vice chair shall serve as chair. |
35 | (c) The council shall meet at the call of the chair. A |
36 | majority of the members of the council constitutes a quorum, and |
37 | action by a majority of the council shall be official. |
38 | (d) Members of the council may leave the council at any |
39 | time upon notification to chair. |
40 | (e) The council shall: |
41 | 1. Gather, compile, assimilate, and facilitate the |
42 | distribution to government agencies and community organizations |
43 | information on criminal gangs and at-risk youth prevention and |
44 | intervention programs in this state. |
45 | 2. Develop a statewide strategy to stop the growth of, |
46 | reduce the number of, and render ineffectual criminal gangs in |
47 | this state. |
48 | 3. Coordinate and give guidance and support to efforts by |
49 | federal, state, and local government agencies; federal, state |
50 | and local law enforcement agencies; at-risk youth prevention and |
51 | intervention organizations; elected officials and community |
52 | leaders to combat criminal gangs and reduce criminal gang- |
53 | related crime and violence in this state. |
54 | 4. Coordinate with any state agency, any political |
55 | subdivision, or any school district of the state in the |
56 | performance of its duties. |
57 | 5. Request from any department, division, board, bureau, |
58 | commission, or other agency of the state or of any political |
59 | subdivision thereof, cooperation and assistance in the |
60 | performance of its duties. |
61 | (f)1. The business of the council shall be presented to |
62 | the council in the form of an agenda. The agenda shall be set by |
63 | the chair and shall include items of business requested by the |
64 | council members. |
65 | 2. The minutes for each meeting shall be submitted to the |
66 | chair within 14 days after each meeting. |
67 | (g) The Office of the Attorney General shall provide staff |
68 | and administrative support to the council. |
69 | (h) Members of the council or their designees shall serve |
70 | without compensation. Notwithstanding s. 20.052, Florida |
71 | Statutes, members are not entitled to reimbursement for per diem |
72 | and travel expenses. |
73 | (i) The council shall be subject to the provisions of |
74 | chapter 119, Florida Statutes, related to public records, and |
75 | the provisions of chapter 286, Florida Statutes, related to |
76 | public meetings. |
77 | (j) The council shall cease to exist on November 1, 2008. |
78 | Section 38. Except as otherwise expressly provided in this |
79 | act, this act shall take effect October 1, 2008. |
