A bill to be entitled
2An act relating to specialty license plates; amending ss.
3320.08056 and 320.08058, F.S.; creating a Horse Country
4license plate; establishing an annual use fee for the
5plate; providing for the distribution of use fees received
6from the sale of such plates; providing an effective date.

8Be It Enacted by the Legislature of the State of Florida:

10     Section 1.  Paragraph (mmm) is added to subsection (4) of
11section 320.08056, Florida Statutes, to read:
12     320.08056  Specialty license plates.--
13     (4)  The following license plate annual use fees shall be
14collected for the appropriate specialty license plates:
15     (mmm)  Horse Country license plate, $25.
16     Section 2.  Subsection (65) is added to section 320.08058,
17Florida Statutes, to read:
18     320.08058  Specialty license plates.--
19     (65)  HORSE COUNTRY LICENSE PLATES.--
20     (a)  The department shall develop a Horse Country license
21plate as provided in this section. Horse Country license plates
22must bear the colors and design approved by the department. The
23word "Florida" must appear at the top of the plate, and the
24words "Horse Country" must appear at the bottom of the plate.
25     (b)  The license plate annual use fees shall be distributed
26to PCMI Properties, Inc., to fund its activities, programs, and
27projects within the state. Funds must be used in this state.
28PCMI Properties, Inc., may retain all revenue from the annual
29use fees until up to $60,000 of its documented startup costs for
30developing and establishing the plate have been recovered.
31Thereafter, revenue from the annual use fees shall be used as
32follows:
33     1.  Up to 25 percent of the annual use fee revenue may be
34used for promotion and marketing of the plate.
35     2.  Funds may be used as necessary for annual audit or
36compliance affidavit costs.
37     3.  The remaining revenue shall be used for programs
38involved in the rehabilitation of at-risk youth as directed by
39the Board of Trustees of PCMI Properties, Inc. Such funds may be
40used to provide educational materials, athletic equipment,
41transportation, food, medical services, counseling,
42scholarships, and other direct administrative and program
43expenses. The funds may also be used as grants for expansion of
44youth rehabilitation programs in the state. Special
45consideration shall be given to programs using horses and other
46livestock in the efforts to redirect at-risk youth.
47     Section 3.  This act shall take effect July 1, 2008.
