8 | Be It Enacted by the Legislature of the State of Florida: |
9 |

10 | Section 1. Paragraph (mmm) is added to subsection (4) of |
11 | section 320.08056, Florida Statutes, to read: |
12 | 320.08056 Specialty license plates.-- |
13 | (4) The following license plate annual use fees shall be |
14 | collected for the appropriate specialty license plates: |
15 | (mmm) Horse Country license plate, $25. |
16 | Section 2. Subsection (65) is added to section 320.08058, |
17 | Florida Statutes, to read: |
18 | 320.08058 Specialty license plates.-- |
19 | (65) HORSE COUNTRY LICENSE PLATES.-- |
20 | (a) The department shall develop a Horse Country license |
21 | plate as provided in this section. Horse Country license plates |
22 | must bear the colors and design approved by the department. The |
23 | word "Florida" must appear at the top of the plate, and the |
24 | words "Horse Country" must appear at the bottom of the plate. |
25 | (b) The license plate annual use fees shall be distributed |
26 | to PCMI Properties, Inc., to fund its activities, programs, and |
27 | projects within the state. Funds must be used in this state. |
28 | PCMI Properties, Inc., may retain all revenue from the annual |
29 | use fees until up to $60,000 of its documented startup costs for |
30 | developing and establishing the plate have been recovered. |
31 | Thereafter, revenue from the annual use fees shall be used as |
32 | follows: |
33 | 1. Up to 25 percent of the annual use fee revenue may be |
34 | used for promotion and marketing of the plate. |
35 | 2. Funds may be used as necessary for annual audit or |
36 | compliance affidavit costs. |
37 | 3. The remaining revenue shall be used for programs |
38 | involved in the rehabilitation of at-risk youth as directed by |
39 | the Board of Trustees of PCMI Properties, Inc. Such funds may be |
40 | used to provide educational materials, athletic equipment, |
41 | transportation, food, medical services, counseling, |
42 | scholarships, and other direct administrative and program |
43 | expenses. The funds may also be used as grants for expansion of |
44 | youth rehabilitation programs in the state. Special |
45 | consideration shall be given to programs using horses and other |
46 | livestock in the efforts to redirect at-risk youth. |
47 | Section 3. This act shall take effect July 1, 2008. |
