     Section 4.  Subsection (12) of section 163.3167, Florida

Statutes, is amended to read:

     163.3167  Scope of act.--

     (12)  An initiative or referendum process in regard to any

of the following is prohibited:

     (a) Any development order; or in regard to

     (b) Any local comprehensive plan amendment or map amendment

13

that affects five or fewer parcels of land is prohibited.
