3     Amendment
4     Remove lines 18-70 and insert:
5Languages (ESOL) endorsement or certification. In addition,
6these teachers must complete 180 inservice hours of ESOL
7training to become ESOL endorsed or certified. The 180 inservice
8hours must include the following: 60 inservice hours of applied
9linguistics for second language learners or documented
10completion of such training; 60 inservice hours of methods of
11teaching ESOL or documented completion of such training; and 60
12inservice hours of practicum or demonstration of mastery in ESOL
13or documented completion of such training. Documentation of
14these inservice requirements is subject to approval by the
15Department of Education.
16     Section 2.  Reading and English for Speakers of Other
17Languages (ESOL) Task Force.--
18     (1)(a)  Effective upon this act becoming a law, there is
19created the Reading and English for Speakers of Other Languages
20(ESOL) Inservice Requirements Task Force with the purpose of
21reviewing and making recommendations for:
22     1.  Improvement to existing statutes;
23     2.  Existing required training components associated with
24the Second language Acquisition and ESOL Methods courses;
25     3.  The inclusion of any missing competencies for ESOL from
26the Reading Endorsement;
27     4.  Required components and competencies for the practicum;
28     5.  Evaluation methods for implementation; and
29     6.  Standards for Endorsement and Certification credentials
30in bilingual education for teachers working in bilingual
31programs.
32     (b)  The task force shall be composed of the following 16
33members and shall be ethnically, culturally, and geographically
34diverse. Members of the task force shall be a representative
35sample from various associations and organizations related to
36ESOL and education:
37     1.  The Commissioner of Education, or his or her designee.
38     2.  One representative who shall be selected from nominees
39presented by the Florida Reading Association who shall be
40appointed by the Commissioner of Education and serve as co-
41chair.
42     3.  One representative selected from nominees presented by
43Sunshine State Teachers of English of Students of Other
44Languages, who shall be appointed by the Commissioner of
45Education and serve as co-chair.
46     4.  One representative from the Florida Center for Reading
47Research.
48     5.  A principal of a school with at least 200 ESOL
49students.
50     6.  Three kindergarten through grade 12 teachers, one of
51whom shall be certified in reading to be appointed by the
52Governor, one of whom shall be certified in ESOL appointed by
53the Speaker of the House of Representatives, and one of whom
54shall be certified in both areas appointed by the President of
55the Senate.
56     7.  Two district school superintendents, or their designee,  
57to be appointed by the Commissioner of Education.
58     8.  Two representatives from the Florida Association of
59Bilingual and ESOL Supervisors appointed by the Speaker of the
60House of Representatives.
61     9.  A representative from the Florida Education Association
62appointed by the President of the Senate.
63     10.  A representative from a college or university who has
64knowledge of teacher preparation programs for reading and ESOL
65appointed by the Board of Governors.  
66     11.  A representative from the Florida Association of Staff
67Development apointed by the Governor.
68     12.  One national expert in Second Language Reading to be
69nominated by TESOL, Inc.
70     (2)  The members of the task force shall be appointed by
71July 1, 2008, and shall convene the initial meeting of the task
72force by September 1, 2008.  
73     (3)  The task force is assigned to the Department of
74Education for administrative purposes and in effect for 3 years.
75Members of the task force shall serve without compensation but
76are entitled to per diem and travel expenses under s. 112.061,
77Florida Statutes. Members of the task force are subject to the
78Code of Ethics for Public Officers and Employees under part III
79of chapter 112, Florida Statutes.
