A bill to be entitled
2An act relating to the certification of public school
3educators; creating s. 1012.587, F.S.; specifying
4inservice requirements for educators who provide
5instruction in English for Speakers of Other Languages;
6providing an effective date.

8Be It Enacted by the Legislature of the State of Florida:
9
10     Section 1.  Section 1012.587, Florida Statutes, is created
11to read:
12     1012.587  Inservice requirements for educators of English
13for Speakers of Other Languages (ESOL).--To ensure the most
14conducive learning environment and the use of appropriate
15teaching strategies for students who have limited English
16proficiency, inservice requirements for educators who provide
17instruction in English for Speakers of Other Languages (ESOL)
18shall be as follows:
19     (1)  For the primary English instructor (basic ESOL) who is
20an English/language arts teacher, 300 inservice hours or the
21equivalent, or, if the teacher demonstrates mastery of subject
22area knowledge of English for Speakers of Other Languages
23through achievement of passing scores on subject area
24examinations required by State Board of Education rule, 120
25inservice hours or the equivalent.
26     (2)  For an instructor teaching the basic subject areas of
27reading, mathematics, science, social studies, or computer
28literacy, 60 inservice hours or the equivalent.
29     (3)  For an instructor teaching subject areas other than
30basic ESOL or basic subject areas, 18 inservice hours or the
31equivalent.
32     (4)  For a school administrator or guidance counselor, 60
33inservice hours or the equivalent.
34     Section 2.  This act shall take effect July 1, 2008.
