     Section 4.  This act shall take effect July 1, 2008, subject

to a specific appropriation to provide a grant for a 3-year

9

period for the purpose of implementing this act, which includes

10

contracting with a not-for-profit corporation for the development

11

of a business plan and for the evaluation, fiscal management, and

12

oversight of the Magic City Children's Zone, Inc., pilot project.
