(9) CREATION OF JACKSONVILLE CHILDREN'S ZONE, PILOT

PROJECT.--

(a) There is created within the Grand Park/New Town
11
Neighborhood in the City of Jacksonville a 10-year pilot project
12
zone that, by November 1, 2008, shall be managed by an entity
13
organized as a corporation not for profit which shall be
14
registered, incorporated, organized, and operated in compliance
15
with chapter 617. Notwithstanding the provisions of subsection
16
(7), a request for proposals shall be issued to identify an
17
existing qualified corporation not for profit to implement the
18
program. The Legislature determines, however, that public policy
19
dictates that the corporation operate in the most open and
20
accessible manner consistent with its public purpose. Therefore,
21
the Legislature specifically declares that the corporation is
22
subject to chapter 119, relating to public records, chapter 286,
23
relating to public meetings and records, and chapter 287,
24
relating to procurement of commodities or contractual services.
25
(b) This pilot project zone is designed to encompass an
26
area that is large enough to include all of the necessary
27
components of community life, including, but not limited to,
28
schools, places of worship, recreational facilities, commercial
29
areas, and common space, yet small enough to allow programs and
30
services to reach every willing member of the neighborhood.

Therefore, the geographic boundaries of the pilot program zone
32
are:
33
1. West 21st Street to the north;
34
2. West Beaver Street to the south;
35
3. Myrtle Avenue, Kings Road, and Canal Street to the east;
36
and
37
4. Division Street and CSX Railroad to the west.

(c) The Jacksonville Children's Zone shall be managed by
39
the selected corporation not for profit.
40
(d) The corporation shall enter into a contract with a
41
management consultant who has experience working with social
42
service and educational entities for the purpose of developing a
43
10-year comprehensive business plan to carry out the provisions
44
of this subsection.
45
(e) To assist with such management, an oversight committee
46
shall be created within the corporation not for profit, which may
47
include, but not limited to, the following:
48
a. The president of Edward Waters College.
49
b. The principal of Smart Pope Livingston Elementary
50
School.
51
c. The principal of Eugene Butler Middle School.
52
d. The principal of Grand Park Alternative School.
53
e. A representative of Citizens Planning Advisory Committee
54
District 5 - Northwest.
55
f. A business representative from the Jacksonville
56
Children's Zone.
57
g. A representative of a faith-based organization that
58
operates in the Jacksonville Children's Zone.

h. A youth member who lives in the Jacksonville Children's
60
Zone.

i. A parent or guardian who lives in the Jacksonville
62
Children's Zone.
63
j. The director of the Jacksonville Children's Commission.

k. The director of the City of Jacksonville's Recreation
65
and Community Services Department.

l. The director of Duval County Health Department.

m. A representative of the Florida Department of Children
68
and Family Services.

n. Three open members who may or may not live in the
70
Jacksonville Children's Zone.

(f) The Jacksonville Children's Zone shall submit an annual
72
report to the President of the Senate and the Speaker of the
73
House of Representatives by January 31, 2009, and by January 31
74
of each year thereafter, which shall include a comprehensive and
75
detailed report of operations, activities, and accomplishments
76
for the prior year as well as its goals for the current year. The
77
initial report shall also include information concerning the
78
status of the development of a business plan.

Section 2. The Department of Children and Family Services
80
shall contract with an existing private nonprofit corporation,
81
incorporated for the purpose of identifying, funding, supporting,
82
and evaluating programs and community initiatives to improve the
83
development and life outcomes of children and to preserve and
84
strengthen families with a primary emphasis on education and
85
community support. The existing private nonprofit corporation
86
shall be responsible for the evaluation, fiscal management, and
87
oversight of the Magic City Children's Zone, Inc., and the
88
Jacksonville Children's Zone pilot projects.
