     (e) Property owned or leased by a public or private

employer or landlord of a public or private employer upon which

9

the primary business conducted is the manufacture, extraction,

10

use, storage, or transportation of combustible, hazardous, or

11

explosive materials or controlled substances regulated under

12

state or federal law, or property owned or leased by an employer

13

who has obtained a permit required under 18 U.S.C. s. 842 to

14

engage in the business of importing, manufacturing, or dealing in

15

explosive materials on such property.
