A bill to be entitled
2An act relating to slot machine gaming; amending s.
3551.104, F.S.; revising requirements for issuance or
4renewal of a slot machine license; requiring the applicant
5to have on file an agreement with the Florida Standardbred
6Breeders and Owners Association, the Florida Greyhound
7Association, Inc., or the International Jai Alai Players
8Association which governs the payment of purses and
9awards; providing for payment of breeders', stallion,
10greyhound, and special racing awards on live races to
11specified entity; providing an effective date.

13Be It Enacted by the Legislature of the State of Florida:

15     Section 1.  Paragraph (a) of subsection (10) of section
16551.104, Florida Statutes, is amended to read:
17     551.104  License to conduct slot machine gaming.--
18     (10)(a)  No slot machine license or renewal thereof shall
19be issued to an applicant holding a permit under chapter 550 to
20conduct pari-mutuel wagering meets of thoroughbred racing unless
21the applicant has on file with the division a binding written
22agreement between the applicant and the Florida Horsemen's
23Benevolent and Protective Association, Inc., the Florida
24Standardbred Breeders and Owners Association, the Florida
25Greyhound Association, Inc., or the International Jai Alai
26Players Association governing the payment of purses or jai alai
27player awards on live thoroughbred races or games conducted at
28the licensee's pari-mutuel facility. In addition, no slot
29machine license or renewal thereof shall be issued to such an
30applicant unless the applicant has on file with the division a
31binding written agreement between the applicant and the Florida
32Thoroughbred Breeders' Association, Inc., the Florida
33Standardbred Breeders and Owners Association, or the Florida
34Greyhound Association, Inc., as applicable, governing the
35payment of breeders', stallion, greyhound, and special racing
36awards on live thoroughbred races conducted at the licensee's
37pari-mutuel facility. The agreement governing purses, the
38agreement governing jai alai player awards, and the agreement
39governing breeders', stallion, greyhound, and special racing
40awards may direct the payment of such purses and awards from
41revenues generated by any wagering or gaming the applicant is
42authorized to conduct under Florida law. All purses and awards
43shall be subject to the terms of chapter 550. All sums for
44breeders', stallion, greyhound, and special racing awards shall
45be remitted monthly to the Florida Thoroughbred Breeders'
46Association, Inc., the Florida Standardbred Breeders and Owners
47Association, or the Florida Greyhound Association, Inc., for the
48payment of awards subject to the administrative fee authorized
49in s. 550.2625(3) or (4), as applicable.
50     Section 2.  This act shall take effect July 1, 2008.
