4     Remove lines 460-486 and insert:
5     (e)  Beginning July 1, 2010, and every 3 years thereafter,
6state-owned lands with an approved land management plan shall be
7monitored for land management activities by a monitoring team.
8The Division of State Lands shall coordinate the activities of
9the monitoring team, which shall consist of three members. One
10member shall be selected by the Executive Director of the Fish
11and Wildlife Conservation Commission or a designee, and shall
12have experience with applied habitat management. One member
13shall be selected by the Secretary of the Department of
14Environmental Protection or a designee, and shall have
15experience with public recreation or use administration. One
16member shall be selected by the Commissioner of Agriculture or a
17designee, and shall have experience with applied land
18management. The Division of State Lands shall provide the
19monitoring team with the operational report prepared pursuant to
20s. 259.037(6). The monitoring team shall prepare a monitoring
21report that assesses the progress towards achieving short-term
22and long-term land management goals, as identified in the
23operational report, and shall propose corrective actions for
24identified deficiencies in management activities. The monitoring
25report shall be submitted to the Acquisition and Restoration
26Council and the managing agency. The Acquisition and Restoration
27Council shall review the monitoring report and determine whether
28the deficiencies warrant a corrective action plan or revisions
29to the management plan. Significant and recurring deficiencies
30shall be brought to the Board of Trustees, which shall determine
31whether the corrective actions being proposed by the land
32manager and the Acquisition and Restoration Council sufficiently
33address the deficiencies. Corrective actions plans shall be
34prepared and submitted in the same manner as land management
35plans.
36     (f)  Land management plans are to be updated every 10 years
37on a rotating basis.
38     (g)  In developing land management plans, at least one
39public hearing shall be held in each affected county.
40     (h)(a)  The Division of State Lands shall make available to
41the public an electronic a copy of each land management plan for
42parcels that exceed 160 acres in size. The Division of State
43Lands council shall review each plan for compliance with the
44requirements of this subsection, the requirements of chapter
45259, and the requirements of the rules established by the board
46pursuant to this section. The council shall also consider the
47propriety of the recommendations of the managing entity with
48regard to the future use of the property, the protection of
49fragile or nonrenewable resources, the potential for alternative
50or multiple uses not recognized by the managing entity, and the
51possibility of disposal of the property by the board. After its
52review, the council shall submit the plan, along with its
53recommendations and comments, to the board. The council shall
54specifically recommend to the board whether to approve the plan
55as submitted, approve the plan with modifications, or reject the
56plan. If the Acquisition and Restoration Council fails to make a
57recommendation for a land management plan, the Secretary of the
58Department of Environmental Protection, Commissioner of
59Agriculture, or Executive Director of the Fish and Wildlife
60Conservation Commission or their designees shall submit the land
61management plan to the Board of Trustees.
