A bill to be entitled
2An act relating to contributions to relieve homelessness;
3amending s. 320.02, F.S.; requiring the motor vehicle
4registration form and registration renewal form to include
5an option to make a voluntary contribution to aid the
6homeless; amending s. 322.08, F.S.; requiring the driver
7license application form to include an option to make a
8voluntary contribution to aid the homeless; amending s.
9322.18, F.S.; requiring the driver license application
10form for renewal issuance or renewal extension to include
11an option to make a voluntary contribution to aid the
12homeless; providing that voluntary contributions for the
13homeless are not income of a revenue nature for the
14purpose of applying certain service charges; providing for
15such contributions to be deposited into the Grants and
16Donations Trust Fund of the Department of Children and
17Family Services and used by the State Office on
18Homelessness for certain purposes; providing an effective
19date.

21Be It Enacted by the Legislature of the State of Florida:

23     Section 1.  Paragraph (f) is added to subsection (16) of
24section 320.02, Florida Statutes, to read:
25     320.02  Registration required; application for
26registration; forms.--

28     (f)  Notwithstanding s. 320.023, the application form for
29motor vehicle registration and renewal of registration must
30include language permitting a voluntary contribution of $1 per
31applicant to aid the homeless. Contributions made pursuant to
32this paragraph shall be deposited into the Grants and Donations
33Trust Fund of the Department of Children and Family Services and
34used by the State Office on Homelessness to supplement grants
35made under s. 420.622(4) and (5), provide information to the
36public about homelessness in the state, and provide literature
37for homeless persons seeking assistance.

39For the purpose of applying the service charge provided in s.
40215.20, contributions received under this subsection are not
41income of a revenue nature.
42     Section 2.  Subsection (6) of section 322.08, Florida
43Statutes, is amended to read:
44     322.08  Application for license.--
45     (6)  The application form for a driver's license or
46duplicate thereof shall include language permitting the
47following:
48     (a)  A voluntary contribution of $5 per applicant, which
49contribution shall be transferred into the Election Campaign
50Financing Trust Fund.
51     (b)  A voluntary contribution of $1 per applicant, which
52contribution shall be deposited into the Florida Organ and
53Tissue Donor Education and Procurement Trust Fund for organ and
54tissue donor education and for maintaining the organ and tissue
55donor registry.
56     (c)  A voluntary contribution of $1 per applicant, which
57contribution shall be distributed to the Florida Council of the
58Blind.
59     (d)  A voluntary contribution of $2 per applicant, which
60shall be distributed to the Hearing Research Institute,
61Incorporated.
62     (e)  A voluntary contribution of $1 per applicant, which
63shall be distributed to the Juvenile Diabetes Foundation
64International.
65     (f)  A voluntary contribution of $1 per applicant, which
66shall be distributed to the Children's Hearing Help Fund.
67     (g)  Notwithstanding s. 322.081, a voluntary contribution
68of $1 per applicant to aid the homeless. Contributions made
69pursuant to this paragraph shall be deposited into the Grants
70and Donations Trust Fund of the Department of Children and
71Family Services and used by the State Office on Homelessness to
72supplement grants made under s. 420.622(4) and (5), provide
73information to the public about homelessness in the state, and
74provide literature for homeless persons seeking assistance.

76A statement providing an explanation of the purpose of the trust
77funds shall also be included. For the purpose of applying the
78service charge provided in s. 215.20, contributions received
79under paragraphs (c), (d), (e), and (f), and (g) and under s.
80322.18(9)(a) are not income of a revenue nature.
81     Section 3.  Subsection (9) of section 322.18, Florida
82Statutes, is amended to read:
83     322.18  Original applications, licenses, and renewals;
84expiration of licenses; delinquent licenses.--
85     (9)(a)  The application form for a renewal issuance or
86renewal extension shall include language permitting a voluntary
87contribution of $1 per applicant, to be quarterly distributed by
88the department to Prevent Blindness Florida, a not-for-profit
89organization, to prevent blindness and preserve the sight of the
90residents of this state. A statement providing an explanation of
91the purpose of the funds shall be included with the application
92form.
93     (b)  Prior to the department distributing the funds
94collected pursuant to this paragraph (a), Prevent Blindness
95Florida must submit a report to the department that identifies
96how such funds were used during the preceding year.
97     (b)  The application form for a renewal issuance or renewal
98extension shall include language permitting a voluntary
99contribution of $1 per applicant to aid the homeless.
100Contributions made pursuant to this paragraph shall be deposited
101into the Grants and Donations Trust Fund of the Department of
102Children and Family Services and used by the State Office on
103Homelessness to supplement grants made under s. 420.622(4) and
104(5), provide information to the public about homelessness in the
105state, and provide literature for homeless persons seeking
106assistance.
107     Section 4.  This act shall take effect October 1, 2008.
