A bill to be entitled
2An act relating to legislative authority to ratify
3compacts and agreements; defining terms; designating the
4Governor as the official to negotiate and execute compacts
5and agreements; providing for ratification of compacts and
6agreements by the Legislature; providing for submission of
7compacts and agreements to the Legislature and Secretary
8of State; providing for submission of compacts and
9agreements to signatories for review and approval;
10providing an effective date.

12Be It Enacted by the Legislature of the State of Florida:

14     Section 1.  (1)  For purposes of this section:
15     (a)  "Compact" includes, but is not limited to, any
16interstate compact between the State of Florida and other states
17and any tribal-state compact between the State of Florida and an
18Indian tribe in this state.
19     (b)  "Agreement" includes, but is not limited to, any
20mutual-aid agreement with agencies of other states that is
21understood to have the status of a compact but is not actually
22an agreement between states, or any similar agreement.
23     (2)  The Governor is the designated state officer
24responsible for negotiating and executing, on behalf of the
25state, compacts and agreements with other states, agencies of
26other states, or an Indian tribe in this state.
27     (3)  Any compact or agreement which is entered into by
28other states, agencies of other states, or an Indian tribe in
29this state and the Governor pursuant to subsection (2) must be
30conditioned upon ratification by the Legislature.
31     (4)  Following completion of negotiations, the Governor
32shall submit a copy of any executed compact or agreement for
33ratification by a majority vote by both houses of the
34Legislature and shall submit a copy of the executed compact or
35agreement to the Secretary of State pending receipt of an act
36ratifying the compact or agreement under the provisions of this
37section.
38     (5)  Upon receipt of an act ratifying the compact or
39agreement, the Secretary of State shall forward a copy of the
40executed compact or agreement and the ratifying act to the
41signatories to the compact or agreement for review and approval.
42     Section 2.  This act shall take effect upon becoming a law.
