2An act relating to supplemental educational services;
3amending s. 1008.331, F.S.; requiring the Department of
4Education to annually evaluate and grade supplemental
5educational services providers; specifying evaluation
6criteria; requiring publication; providing an effective
7date.

9Be It Enacted by the Legislature of the State of Florida:

11     Section 1.  Subsection (5) of section 1008.331, Florida
12Statutes, is renumbered as subsection (6) and a new subsection
13(5) is added to that section to read:
14     1008.331  Supplemental educational services in Title I
15schools; school district, and provider, and department
16responsibilities.--
17     (5)  RESPONSIBILITIES OF DEPARTMENT OF EDUCATION.--
18     (a)  The Department of Education shall annually evaluate
19and assign to each state-approved supplemental educational
20services provider a grade of A, B, C, D, or F using the
21following specific evaluation criteria:
22     1.  The increase in student academic achievement determined
23by required pretests and required posttests.
24     2.  The increase in student achievement on FCAT Reading and
25FCAT Mathematics.
26     3.  The percentage of student completion of a program.
27     4.  The financial standing of a provider with a school
28district which relates to, but is not limited to, the timely
29submission of invoices to receive payment for services, the
30timely payment for any expenses, and the accurate accounting of
31all receipts and disbursements.
32     5.  Parent satisfaction surveys.
33     6.  School district satisfaction surveys.
34     7.  Principal satisfaction surveys.
35     8.  Department reviews.
36     (b)  The department shall assign the grades at the end of
37each school year and make the grades available to the public on
38the department's Internet website prior to the beginning of the
39following school year. Reports of such grading must be provided
40to the supplemental educational services providers and the
41respective school districts.
42     Section 2.  This act shall take effect July 1, 2008.
