A memorial to the Congress of the United States, urging

3

Congress to oppose any effort to implement a political,

4

governmental entity among the United States, Canada, and

5

Mexico; to oppose the Security and Prosperity Partnership

6

of North America and initiatives pursued in conjunction

7

with the partnership which threaten the sovereignty of the

8

United States; and to oppose a North American Union.

     WHEREAS, the Security and Prosperity Partnership of North

11

America was initiated in March 2005, by the United States,

12

Canada, and Mexico to facilitate common regulatory schemes among

13

these countries and to streamline traffic across their shared

14

borders, and

15

     WHEREAS, reports issued by the Security and Prosperity

16

Partnership of North America indicate that it has implemented

17

regulatory changes among the three countries which circumvent

18

United States trade, transportation, homeland security, and

19

border security functions; that it will continue to do so in the

20

future in an effort to open the borders between the United

21

States, Canada, and Mexico; and that it will attempt to create a

22

new North American entity, often refereed to as the North

23

American Union, and

24

     WHEREAS, the creation of a North American Union from a

25

merger of the United States, Canada, and Mexico would be a direct

26

threat to the national independence of the United States and

27

could potentially lead to an eventual dissolution of the national

28

borders of the United States, and

29

     WHEREAS, the Security and Prosperity Partnership aims to

30

integrate United States laws with laws of Mexico and Canada on a

31

broad range of issues, including transportation, environment,

32

health, agriculture, financial services, and national security,

33

which threatens the economic and physical security of the United

34

States, and

35

     WHEREAS, a NAFTA Superhighway System from the west coast of

36

Mexico through the United States and into Canada has been

37

suggested as part of a North American Union to facilitate trade

38

among the Security and Prosperity Partnership of North America

39

countries, and

40

     WHEREAS, Texas is planning the Trans-Texas Corridor, a major

41

multimodal transportation project beginning at the United States-

42

Mexico border, which would likely serve as an initial section of

43

a NAFTA Superhighway System, and

44

     WHEREAS, the implementation of these proposals will result

45

in largely unrestricted access to the United States by foreign

46

trucking interests that do not comply with the safety and

47

insurance regulations of this country and will permit such

48

trucking to be easily used as a conduit for the entry into this

49

country of illegal drugs, and illegal aliens and the importation

50

of persons and materials to be used in terrorist activities

51

against the United States, and

52

     WHEREAS, state and local governments throughout the United

53

States would be negatively affected by the Security and

54

Prosperity Partnership or the North American Union process,

55

leading to an open borders vision, eminent domain takings of

56

private property along potential superhighways, and increased law

57

enforcement problems along such superhighways, and

58

     WHEREAS, this trilateral partnership to develop a North

59

America Union has not been presented to the Congress of the

60

United States as an agreement or treaty and has had virtually no

61

congressional oversight, and

62

     WHEREAS, initiatives advancing the Security and Prosperity

63

Partnership will lead to the erosions of United States

64

sovereignty and could lead to integrated continental court

65

systems and currency, and

66

     WHEREAS, Section 8, Article I of the United States

67

Constitution grants authority to Congress, not the Executive

68

Branch, to regulate commerce with foreign nations, and

69

     WHEREAS, United States policy, not foreign consortia, should

70

be used to control our national borders and ensure that national

71

security is not compromised, NOW, THEREFORE,

72

Be It Resolved by the Legislature of the State of Florida:

74

     That the Congress of the United States is requested to enact

76

legislation to withdraw the United States form further

77

participation in the Security and Prosperity Partnership and to

78

prevent that partnership from any efforts to implement a

79

trinational political, governmental entity among the United

80

States, Canada, and Mexico or any other efforts to accomplish any

81

form of a North American Union; to stop the United States from

82

participating in the construction of a North American Free Trade

83

Agreement Superhighway System or any similar project; and to

84

encourage the President of the United States to strongly oppose

85

the aforementioned proposals and associated acts that threaten

86

the sovereignty of the United States.

     BE IT FURTHER RESOLVED that copies of this memorial be

88

dispatched to the President of the United States, to the

89

President of the United States Senate, to the Speaker of the

90

United States House of Representatives, and to each member of the

91

Florida delegation to the United States Congress.
