     (3) The Department of Agriculture and Consumer Services

shall collect from each applicant the fingerprint processing fee

of $15 for state processing and an additional fee for national

processing for each applicant submitted. The department shall

screen background results to determine whether the applicant

meets the requirements for issuance of a registration

certificate.
