The Committee on Transportation (Bullard) recommended the

following amendment:

     (1) Each limited access facility in an area that has a

9

high volume of canals or an area that has a narrow roadway width

10

adjacent to bodies of water must have a system of guardrails,

11

retention cables, or other barriers between the highway and the

12

canal or water body in conformance with standards established by

13

the Department of Transportation. The standards should be

14

designed to limit the loss of life by safely preventing out-of-

15

control motor vehicles from entering the canal or water body. In

16

specifying where barriers are required, the criteria for

17

determination may include, without limitation, the length or

18

depth of the canal or water body, its proximity to the traveled

19

way of the highway, or the consequences of a vehicle entering

20

the canal or water body being more serious than hitting the

21

barrier.

     (2) For a limited access facility in existence on July 1,

23

2008, the barriers required under this section must be installed

24

on or before December 31, 2017.
