3     Amendment (with title amendment)
4     Between lines 17 and 18, insert:
5     Section 1.  Subsection (3) of section 170.01, Florida
6Statutes, is amended to read:
7     170.01  Authority for providing improvements and levying
8and collecting special assessments against property benefited.--
9     (3)  Any municipality, subject to the approval of a
10majority of the affected property owners who actually vote in
11the vote required by this section, may levy and collect special
12assessments against property benefited for the purpose of
13stabilizing and improving:
14     (a)  Retail business districts,
15     (b)  Wholesale business districts, or
16     (c)  Nationally recognized historic districts,
17
18or any combination of such districts, through promotion,
19management, marketing, and other similar services in such
20districts of the municipality. This subsection does not
21authorize a municipality to use bond proceeds to fund ongoing
22operations of these districts. Any municipality may determine in
23any resolution required by s. 170.03 to declare special
24assessments that the vote of the affected property owners shall
25be conducted by voting by tax folio numbers of affected
26properties or by total square footage of the affected
27properties.
28     Section 2.  Subsection (5) is added to section 255.20,
29Florida Statutes, to read:
30     255.20  Local bids and contracts for public construction
31works; specification of state-produced lumber; purchases by
32special districts.--
33     (5)  Special districts may purchase commodities and
34contractual services from the purchasing agreements of other
35special districts, municipalities, or counties procured pursuant
36to competitive bid, requests for proposals, requests for
37qualifications, competitive selection, or competitive
38negotiations, and otherwise in compliance with general law, if
39the purchasing agreement of the other special district,
40municipality, or county was procured by a process that would
41have met the procurement requirements of the purchasing special
42district. For the purpose of s. 282.104, special districts shall
43be treated as municipalities.
