5 | 4. Beginning with the 2009-2010 school year for schools |
6 | comprised of high school grades 9, 10, 11, and 12, or grades 10, |
7 | 11, and 12, 50 percent of the school grade shall be based on a |
8 | combination of the factors listed in subparagraphs 1.-3. and the |
9 | remaining 50 percent on the following factors: |
10 | a. The high school graduation rate of the school; |
11 | b. As valid data becomes available, the performance and |
12 | participation of the school's students in College Board Advanced |
13 | Placement courses; International Baccalaureate courses; dual |
14 | enrollment courses; Advanced International Certificate of |
15 | Education courses; and achievement of industry certification, as |
16 | determined by the Agency for Workforce Innovation under s. |
17 | 1003.492(2) in a career and professional academy, as described |
18 | in s. 1003.493; |
19 | c. Postsecondary readiness of the school's students as |
20 | measured by the SAT, ACT, or the common placement test; |
21 | d. The high school graduation rate of at-risk students who |
22 | scored at Level 2 or lower on the 8th grade FCAT Reading and |
23 | Mathematics examinations; |
24 | e. As valid data becomes available, the performance of the |
25 | school's students on statewide standardized end-of-course |
26 | assessments approved by the Department of Education; and |
27 | f. The growth or decline in the components listed in sub- |
28 | subparagraphs a.-e. from year to year. |
29 | (c)(b) Student assessment data.--Student assessment data |
30 | used in determining school grades shall include: |
31 | 1. The aggregate scores of all eligible students enrolled |
32 | in the school who have been assessed on the FCAT. |
33 | 2. The aggregate scores of all eligible students enrolled |
34 | in the school who have been assessed on the FCAT, including |
35 | Florida Writes, and who have scored at or in the lowest 25th |
36 | percentile of students in the school in reading, mathematics |
37 | math, or writing, unless these students are exhibiting |
38 | satisfactory performance. |
39 | 3. Effective with the 2005-2006 school year, the |
40 | achievement scores and learning gains of eligible students |
41 | attending alternative schools that provide dropout prevention |
42 | and academic intervention services pursuant to s. 1003.53. The |
43 | term "eligible students" in this subparagraph does not include |
44 | students attending an alternative school who are subject to |
45 | district school board policies for expulsion for repeated or |
46 | serious offenses, who are in dropout retrieval programs serving |
47 | students who have officially been designated as dropouts, or who |
48 | are in programs operated or contracted by the Department of |
49 | Juvenile Justice. The student performance data for eligible |
50 | students identified in this subparagraph shall be included in |
51 | the calculation of the home school's grade. As used in For |
52 | purposes of this section and s. 1008.341, the term "home school" |
53 | means the school to which the student would be assigned if the |
54 | student were not was attending when assigned to an alternative |
55 | school. If an alternative school chooses to be graded under |
56 | pursuant to this section, student performance data for eligible |
57 | students identified in this subparagraph shall not be included |
58 | in the home school's grade but shall be included only in the |
59 | calculation of the alternative school's grade. School districts |
60 | shall must require collaboration between the home school and the |
61 | alternative school in order to promote student success. This |
62 | collaboration must include an annual discussion between the |
63 | principal of the alternative school and the principal of each |
64 | student's home school concerning the most appropriate school |
65 | assignment for the student. |
66 | 4. Beginning with the 2009-2010 school year for schools |
67 | comprised of high school grades 9, 10, 11, and 12, or grades 10, |
68 | 11, and 12, the data listed in subparagraphs 1.-3. and the |
69 | following data as the Department of Education determines such |
70 | data are valid and available: |
71 | a. The high school graduation rate of the school as |
72 | calculated by the Department of Education; |
73 | b. The participation rate of all eligible students |
74 | enrolled in the school and enrolled in College Board Advanced |
75 | Placement courses; International Baccalaureate courses; dual |
76 | enrollment courses; Advanced International Certificate of |
77 | Education courses; and courses or sequence of courses leading to |
78 | industry certification, as determined by the Agency for |
79 | Workforce Innovation under s. 1003.492(2) in a career and |
80 | professional academy, as described in s. 1003.493; |
81 | c. The aggregate scores of all eligible students enrolled |
82 | in the school in College Board Advanced Placement courses, |
83 | International Baccalaureate courses, and Advanced International |
84 | Certificate of Education courses; |
85 | d. Earning of college credit by all eligible students |
86 | enrolled in the school in dual enrollment programs under s. |
87 | 1007.271; |
88 | e. Earning of an industry certification, as determined by |
89 | the Agency for Workforce Innovation under s. 1003.492(2) in a |
90 | career and professional academy, as described in s. 1003.493; |
91 | f. The aggregate scores of all eligible students enrolled |
92 | in the school in reading, mathematics, and other subjects as |
93 | measured by the SAT, ACT, and common placement test for |
94 | postsecondary readiness; |
95 | g. The high school graduation rate of all eligible at-risk |
96 | students enrolled in the school who scored at Level 2 or lower |
97 | on the 8th grade FCAT Reading and Mathematics examinations; |
98 | h. The performance of the school's students on statewide |
99 | standardized end-of-course assessments approved by the |
100 | Department of Education; and |
101 | i. The growth or decline in the data components listed in |
102 | sub-subparagraphs a.-h. from year to year. |

104 | The State Board of Education shall adopt appropriate criteria |
105 | for each school grade. The criteria must also give added weight |
106 | to student achievement in reading. Schools designated with a |
107 | grade of "C," making satisfactory progress, shall be required to |
108 | demonstrate that adequate progress has been made by students in |
109 | the school who are in the lowest 25th percentile in reading, |
110 | mathematics math, or writing on the FCAT, including Florida |
111 | Writes, unless these students are exhibiting satisfactory |
112 | performance. Beginning with the 2009-2010 school year for |
113 | schools comprised of high school grades 9, 10, 11, and 12, or |
114 | grades 10, 11, and 12, the criteria for school grades must also |
115 | give added weight to the graduation rate of all eligible at-risk |
116 | students, as defined in this subsection. Beginning in the 2009- |
117 | 2010 school year, in order for a high school to be designated as |
118 | having a grade of "A," making excellent progress, the school |
119 | must demonstrate that at-risk students, as defined in this |
120 | subsection, in the school are making adequate progress. |
