3     Amendment (with title amendment)
4     Remove lines 1198-1244 and insert:
5     4.  Beginning with the 2009-2010 school year for schools
6comprised of high school grades 9, 10, 11, and 12, or grades 10,
711, and 12, 50 percent of the school grade shall be based on a
8combination of the factors listed in subparagraphs 1.-3. and the
9remaining 50 percent on the following factors:
10     a.  The high school graduation rate of the school;
11     b.  As valid data becomes available, the performance and
12participation of the school's students in College Board Advanced
13Placement courses; International Baccalaureate courses; dual
14enrollment courses; Advanced International Certificate of
15Education courses; and achievement of industry certification, as
16determined by the Agency for Workforce Innovation under s.
171003.492(2) in a career and professional academy, as described
18in s. 1003.493;
19     c.  Postsecondary readiness of the school's students as
20measured by the SAT, ACT, or the common placement test;
21     d.  The high school graduation rate of at-risk students who
22scored at Level 2 or lower on the 8th grade FCAT Reading and
23Mathematics examinations;
24     e.  As valid data becomes available, the performance of the
25school's students on statewide standardized end-of-course
26assessments approved by the Department of Education; and
27     f.  The growth or decline in the components listed in sub-
28subparagraphs a.-e. from year to year.
29     (c)(b)  Student assessment data.--Student assessment data
30used in determining school grades shall include:
31     1.  The aggregate scores of all eligible students enrolled
32in the school who have been assessed on the FCAT.
33     2.  The aggregate scores of all eligible students enrolled
34in the school who have been assessed on the FCAT, including
35Florida Writes, and who have scored at or in the lowest 25th
36percentile of students in the school in reading, mathematics
37math, or writing, unless these students are exhibiting
38satisfactory performance.
39     3.  Effective with the 2005-2006 school year, the
40achievement scores and learning gains of eligible students
41attending alternative schools that provide dropout prevention
42and academic intervention services pursuant to s. 1003.53. The
43term "eligible students" in this subparagraph does not include
44students attending an alternative school who are subject to
45district school board policies for expulsion for repeated or
46serious offenses, who are in dropout retrieval programs serving
47students who have officially been designated as dropouts, or who
48are in programs operated or contracted by the Department of
49Juvenile Justice. The student performance data for eligible
50students identified in this subparagraph shall be included in
51the calculation of the home school's grade. As used in For
52purposes of this section and s. 1008.341, the term "home school"
53means the school to which the student would be assigned if the
54student were not was attending when assigned to an alternative
55school. If an alternative school chooses to be graded under
56pursuant to this section, student performance data for eligible
57students identified in this subparagraph shall not be included
58in the home school's grade but shall be included only in the
59calculation of the alternative school's grade. School districts
60shall must require collaboration between the home school and the
61alternative school in order to promote student success. This
62collaboration must include an annual discussion between the
63principal of the alternative school and the principal of each
64student's home school concerning the most appropriate school
65assignment for the student.
66     4.  Beginning with the 2009-2010 school year for schools
67comprised of high school grades 9, 10, 11, and 12, or grades 10,
6811, and 12, the data listed in subparagraphs 1.-3. and the
69following data as the Department of Education determines such
70data are valid and available:
71     a.  The high school graduation rate of the school as
72calculated by the Department of Education;
73     b.  The participation rate of all eligible students
74enrolled in the school and enrolled in College Board Advanced
75Placement courses; International Baccalaureate courses; dual
76enrollment courses; Advanced International Certificate of
77Education courses; and courses or sequence of courses leading to
78industry certification, as determined by the Agency for
79Workforce Innovation under s. 1003.492(2) in a career and
80professional academy, as described in s. 1003.493;
81     c.  The aggregate scores of all eligible students enrolled
82in the school in College Board Advanced Placement courses,
83International Baccalaureate courses, and Advanced International
84Certificate of Education courses;
85     d.  Earning of college credit by all eligible students
86enrolled in the school in dual enrollment programs under s.
871007.271;
88     e.  Earning of an industry certification, as determined by
89the Agency for Workforce Innovation under s. 1003.492(2) in a
90career and professional academy, as described in s. 1003.493;
91     f.  The aggregate scores of all eligible students enrolled
92in the school in reading, mathematics, and other subjects as
93measured by the SAT, ACT, and common placement test for
94postsecondary readiness;
95     g.  The high school graduation rate of all eligible at-risk
96students enrolled in the school who scored at Level 2 or lower
97on the 8th grade FCAT Reading and Mathematics examinations;
98     h.  The performance of the school's students on statewide
99standardized end-of-course assessments approved by the
100Department of Education; and
101     i.  The growth or decline in the data components listed in
102sub-subparagraphs a.-h. from year to year.

104The State Board of Education shall adopt appropriate criteria
105for each school grade. The criteria must also give added weight
106to student achievement in reading. Schools designated with a
107grade of "C," making satisfactory progress, shall be required to
108demonstrate that adequate progress has been made by students in
109the school who are in the lowest 25th percentile in reading,
110mathematics math, or writing on the FCAT, including Florida
111Writes, unless these students are exhibiting satisfactory
112performance. Beginning with the 2009-2010 school year for
113schools comprised of high school grades 9, 10, 11, and 12, or
114grades 10, 11, and 12, the criteria for school grades must also
115give added weight to the graduation rate of all eligible at-risk
116students, as defined in this subsection. Beginning in the 2009-
1172010 school year, in order for a high school to be designated as
118having a grade of "A," making excellent progress, the school
119must demonstrate that at-risk students, as defined in this
120subsection, in the school are making adequate progress.
