3     Amendment (with title amendment)
4     Between lines 428 and 429, insert:
5     Section 12.  Subsection (4) of section 1006.07, Florida
6Statutes, is amended to read:
7     1006.07  District school board duties relating to student
8discipline and school safety.--The district school board shall
9provide for the proper accounting for all students, for the
10attendance and control of students at school, and for proper
11attention to health, safety, and other matters relating to the
12welfare of students, including:
13     (4)  EMERGENCY DRILLS; EMERGENCY PROCEDURES.--
14     (a)  Formulate and prescribe policies and procedures for
15emergency preparation and drill activities drills and for
16response to and management of emergencies, including incidents
17or events resulting from violence, technological malfunction,
18human error, and natural disaster actual emergencies, including,
19but not limited to, fires, natural disasters, and bomb threats,
20for all the public schools of the district which comprise grades
21K-12. District school board policies must shall include commonly
22used alarm system responses for specific types of emergencies
23and verification by each school that drills have been provided
24as required by law and fire protection codes. Each school shall
25conduct and document at least 10 emergency drills per school
26year, at least five of which must be emergency egress drills, at
27least one of which must be an accidental or intentional
28hazardous materials release drill, and at least two of which
29must be tornado drills. The focus of the two remaining emergency
30drills shall be at the discretion of each school.
31     (b)  The district school board shall establish model
32emergency management and emergency preparedness procedures for
33the following life-threatening emergencies:
34     1.  Manmade emergencies, including fires, bomb threats, and
35weapon-use and hostage situations.
36     2.  Technological emergencies, including radiological,
37hazardous materials, and or toxic chemical releases spills.
38     3.  Weather emergencies, including hurricanes, tornadoes,
39and severe storms.
40     4.  Exposure as a result of a manmade emergency.

67references; amending s. 1006.07, F.S.; revising district school
68board duties relating to emergency management and emergency
69preparedness; providing requirements for the number and type of
70emergency drills conducted by each school;
