4     Between lines 136-137, insert:
5     Section 3.  Subsection (2) of section 328.48, Florida
6Statutes, is amended to read:
7     328.48  Vessel registration, application, certificate,
8number, decal, duplicate certificate.--
9     (2)  All vessels used on the waters of the state must be
10registered, either commercial or recreational as defined in this
11chapter, except as follows:
12     (a)  A vessel used exclusively on private lakes and ponds.
13     (b)  A vessel owned by the United States Government.
14     (c)  A vessel used exclusively as a ship's lifeboat.
15     (d)  A non-motor-powered vessel less than 16 feet in length
16and any non-motor-powered canoe, kayak, racing shell, or rowing
17scull, regardless of length.
18     Section 4.  Subsection (4) of section 328.56, Florida
19Statutes, is amended to read:
20     328.56  Vessel registration number.--Each vessel that is
21used on the waters of the state must display a commercial or
22recreational Florida registration number, unless it is:
23     (4)  A non-motor-powered vessel less than 16 feet in length
24and any non-motor-powered canoe, kayak, racing shell, or rowing
25scull, regardless of length.
26     Section 5.  Subsections (1) and (14) of section 328.72,
27Florida Statutes, are amended to read:
28     328.72  Classification; registration; fees and charges;
29surcharge; disposition of fees; fines; marine turtle stickers.--
30     (1)  VESSEL REGISTRATION FEE.--
31     (a)  Vessels that are required to be registered shall be
32classified for registration purposes according to the following
33schedule, and the registration certificate fee shall be in the
34following amounts:
35     Class A-1--Less than 12 feet in length, and all canoes to
36which propulsion motors have been attached, regardless of
37length: $5.50 $3.50 for each 12-month period registered.
38     Class A-2--12 feet or more and less than 16 feet in length:
3916.25 10.50 for each 12-month period registered.
40(To county): 2.85 for each 12-month period registered.
41     Class 1--16 feet or more and less than 26 feet in length:
4228.75 18.50 for each 12-month period registered.
43(To county): 8.85 for each 12-month period registered.
44     Class 2--26 feet or more and less than 40 feet in length:
4578.25 50.50 for each 12-month period registered.
46(To county): 32.85 for each 12-month period registered.
47     Class 3--40 feet or more and less than 65 feet in length:

59The county portion of the vessel registration fee is derived
60from recreational vessels only.
61     (b)  In 2013 and every 5 years thereafter, vessel
62registration fees shall be adjusted by the percentage change in
63the Consumer Price Index for all urban consumers since the fees
64were last adjusted, unless otherwise provided by general law. By
65February 1 of each year in which an adjustment is scheduled to
66occur, the Fish and Wildlife Conservation Commission shall
67submit a report to the President of the Senate and the Speaker
68of the House of Representatives detailing how the increase in
69vessel registration fees will be used within the agency. The
70vessel registration fee increases shall take effect July 1 of
71each adjustment year.
72     (14)  EXEMPTIONS.--The following vessels are exempt from
73the provisions of subsection (1):
74     (a)  A vessel Vessels owned and operated by Sea Explorer or
75Sea Scout units of the Boy Scouts of America, the Girl Scouts of
76America, the Florida Association of Christian Child Caring
77Agencies, Inc., Safe Harbor Haven, Inc., or the Associated
78Marine Institutes, Inc., and its affiliates., or which are
79     (b)  An antique vessel vessels as defined in paragraph
80(2)(a) are exempt from the provisions of subsection (1).
81     (c)  A non-motor-powered sailing vessel owned by a
82nonprofit entity and used exclusively for teaching boating
83safety, boat handling, or seamanship skills, including the
84racing of such sailing vessels.

86Such vessels shall be issued certificates of registration and
87numbers upon application and payment of the service fee provided
88in subsection (7).
89     Section 6.  Subsection (1) of section 372.57, Florida
90Statutes, is amended to read:
91     372.57  Recreational licenses, permits, and authorization
92numbers; fees established.--
93     (1)  LICENSE, PERMIT, OR AUTHORIZATION NUMBER REQUIRED.--
94     (a)  Except as provided in s. 372.562, no person shall take
95game, freshwater or saltwater fish, or fur-bearing animals
96within this state without having first obtained a license,
97permit, or authorization number and paid the fees set forth in
98this chapter. Such license, permit, or authorization number
99shall authorize the person to whom it is issued to take game,
100freshwater or saltwater fish, or fur-bearing animals, and
101participate in outdoor recreational activities in accordance
102with the laws of the state and rules of the commission.
103     (b)  In 2013 and every 5 years thereafter, license and
104permit fees established in subsections (4) and (5) shall be
105adjusted by the percentage change in the Consumer Price Index
106for all urban consumers since the fees were last adjusted,
107unless otherwise provided by general law. By February 1 of each
108year in which an adjustment is scheduled to occur, the Fish and
109Wildlife Conservation Commission shall submit a report to the
110President of the Senate and the Speaker of the House of
111Representatives detailing how the increase in license and permit
112fees will be used within the agency. The license and permit fee
113increases shall take effect July 1 of each adjustment year.
