A bill to be entitled
2An act relating to motor vehicle registration; amending s.
3320.02, F.S.; allowing an applicant for a motor vehicle
4registration or renewal to make a voluntary contribution
5to Family First; amending s. 322.08, F.S.; allowing an
6applicant for a driver's license to make a voluntary
7contribution to Family First; providing an effective date.

9Be It Enacted by the Legislature of the State of Florida:

11     Section 1.  Paragraph (f) is added to subsection (16) of
12section 320.02, Florida Statutes, to read:
13     320.02  Registration required; application for
14registration; forms.--
15     (16)
16     (f)  The application form for motor vehicle registration
17and renewal of registration must include language permitting a
18voluntary contribution of $1 to Family First. Such contributions
19must be transferred by the department each month to Family
20First, a nonprofit organization.

22For the purpose of applying the service charge provided in s.
23215.20, contributions received under this subsection are not
24income of a revenue nature.
25     Section 2.  Subsection (6) of section 322.08, Florida
26Statutes, is amended to read:
27     322.08  Application for license.--
28     (6)  The application form for a driver's license or
29duplicate thereof shall include language permitting the
30following:
31     (a)  A voluntary contribution of $5 per applicant, which
32contribution shall be transferred into the Election Campaign
33Financing Trust Fund.
34     (b)  A voluntary contribution of $1 per applicant, which
35contribution shall be deposited into the Florida Organ and
36Tissue Donor Education and Procurement Trust Fund for organ and
37tissue donor education and for maintaining the organ and tissue
38donor registry.
39     (c)  A voluntary contribution of $1 per applicant, which
40contribution shall be distributed to the Florida Council of the
41Blind.
42     (d)  A voluntary contribution of $2 per applicant, which
43shall be distributed to the Hearing Research Institute,
44Incorporated.
45     (e)  A voluntary contribution of $1 per applicant, which
46shall be distributed to the Juvenile Diabetes Foundation
47International.
48     (f)  A voluntary contribution of $1 per applicant, which
49shall be distributed to the Children's Hearing Help Fund.
50     (g)  A voluntary contribution of $1 per applicant, which
51contribution shall be distributed to Family First, a nonprofit
52organization.

54A statement providing an explanation of the purpose of the trust
55funds shall also be included. For the purpose of applying the
56service charge provided in s. 215.20, contributions received
57under paragraphs (c), (d), (e), and (f), and (g) and under s.
58322.18(9)(a) are not income of a revenue nature.
59     Section 3.  This act shall take effect July 1, 2008.
