2An act relating to motor vehicles; amending s. 320.02,
3F.S.; requiring the application form for motor vehicle
4registration or renewal to include an option to make a
5voluntary contribution to Family First; providing for
6distribution of contributions received; amending s.
7322.08, F.S.; requiring the driver license application
8form to include language permitting an applicant to make a
9voluntary contribution to Family First; amending s.
10322.18, F.S.; requiring the driver license application
11form for renewal issuance or renewal extension to include
12language permitting a voluntary contribution to Family
13First; providing an effective date.

15Be It Enacted by the Legislature of the State of Florida:
16
17     Section 1.  Paragraph (f) is added to subsection (16) of
18section 320.02, Florida Statutes, to read:
19     320.02  Registration required; application for
20registration; forms.--
21     (16)
22     (f)  The application form for motor vehicle registration
23and renewal of registration must include language permitting a
24voluntary contribution of $1 to Family First. Such contributions
25must be transferred by the department each month to Family
26First, a nonprofit organization.

28For the purpose of applying the service charge provided in s.
29215.20, contributions received under this subsection are not
30income of a revenue nature.
31     Section 2.  Subsection (6) of section 322.08, Florida
32Statutes, is amended to read:
33     322.08  Application for license.--
34     (6)  The application form for a driver's license or
35duplicate thereof shall include language permitting the
36following:
37     (a)  A voluntary contribution of $5 per applicant, which
38contribution shall be transferred into the Election Campaign
39Financing Trust Fund.
40     (b)  A voluntary contribution of $1 per applicant, which
41contribution shall be deposited into the Florida Organ and
42Tissue Donor Education and Procurement Trust Fund for organ and
43tissue donor education and for maintaining the organ and tissue
44donor registry.
45     (c)  A voluntary contribution of $1 per applicant, which
46contribution shall be distributed to the Florida Council of the
47Blind.
48     (d)  A voluntary contribution of $2 per applicant, which
49shall be distributed to the Hearing Research Institute,
50Incorporated.
51     (e)  A voluntary contribution of $1 per applicant, which
52shall be distributed to the Juvenile Diabetes Foundation
53International.
54     (f)  A voluntary contribution of $1 per applicant, which
55shall be distributed to the Children's Hearing Help Fund.
56     (g)  A voluntary contribution of $1 per applicant, which
57contribution shall be distributed to Family First, a nonprofit
58organization.

60A statement providing an explanation of the purpose of the trust
61funds shall also be included. For the purpose of applying the
62service charge provided in s. 215.20, contributions received
63under paragraphs (c), (d), (e), and (f), and (g) and under s.
64322.18(9)(a) are not income of a revenue nature.
65     Section 3.  Subsection (9) of section 322.18, Florida
66Statutes, is amended to read:
67     322.18  Original applications, licenses, and renewals;
68expiration of licenses; delinquent licenses.--
69     (9)(a)  The application form for a renewal issuance or
70renewal extension shall include language permitting a voluntary
71contribution of $1 per applicant, to be quarterly distributed by
72the department to Prevent Blindness Florida, a not-for-profit
73organization, to prevent blindness and preserve the sight of the
74residents of this state. A statement providing an explanation of
75the purpose of the funds shall be included with the application
76form.
77     (b)  Prior to the department distributing the funds
78collected pursuant to this paragraph (a), Prevent Blindness
79Florida must submit a report to the department that identifies
80how such funds were used during the preceding year.
81     (b)  The application form for a renewal issuance or renewal
82extension shall include language permitting a voluntary
83contribution of $1 per applicant to Family First.
84     Section 4.  This act shall take effect October 1, 2008.
