DELETE the proviso immediately following Specific Appropriation 644:

From  the  funds  in  Specific  Appropriation  644,  $1,570,580 from the
General  Revenue Fund and $1,570,580 from the Grants and Donations Trust
Fund shall be primarily designated for transfer to the Agency for Health
Care Administration for use in the Medicaid or Low Income Pool programs.
Should  the  Agency  for Health Care Administration be unable to use the
full  amount  of   these  designated  funds, remaining funds may be used
secondarily for payments as described above.

Insert proviso immediately following Specific Appropriation 644:

General  Revenue Fund and $1,622,605 from the Grants and Donations Trust
Fund shall be primarily designated for transfer to the Agency for Health
Care Administration for use in the Medicaid or Low Income Pool programs.

full  amount  of   these  designated  funds, remaining funds may be used
secondarily for payments as described above.
