| EXPLANATION: This amendment provides $100,000 in non-recurring general revenue for the Criminal Justice Mental Health and Substance Abuse Reinvestment Matching Grant. Funding will be transferred to the Department of Children and Family Services for the purpose of providing planning and implementation grants to counties to improve services to individuals who have a serious mental illness and/or substance abuse disorder who are involved or at substantial risk of involvement with the criminal justice system.
