| 4 | Between lines 5707 and 5708, insert: |
| 5 | Section 105. The Florida Public Service Commission shall |
| 6 | conduct a study of each municipal electric utility's rates, of |
| 7 | the rates charged by the utility to state and local government, |
| 8 | public schools, community colleges, and state universities |
| 9 | operating within its service territory, and how these rates |
| 10 | compare with those of the utility's other ratepayers. In its |
| 11 | study, the commission shall identify the costs associated with |
| 12 | the generation, transmission, and distribution of electricity, |
| 13 | as well as operating and maintenance costs and other costs |
| 14 | generally incurred in the operation of an electric utility, and |
| 15 | shall compare the costs with each municipal utility's rates. The |
| 16 | commission has the authority to request from each municipal |
| 17 | utility information, documents, and records necessary to conduct |
| 18 | this study. The commission shall report its findings to the |
| 19 | President of the Senate and the Speaker of the House of |
| 20 | Representatives no later than January 2, 2009. |
