4	Between lines 1432 and 1433, insert:
5	Section 24.  Subsection (12) of section 287.16,
6	Florida Statutes, is added to read:
7	287.16  Powers and duties of department.--The Department of
8	Management Services shall have the following powers, duties, and
9	responsibilities:
10	(12)  To conduct, in coordination with the Department of
11	Transportation, an analysis of fuel additive and biofuel use by
12	the Department of Transportation through its central fueling
13	facilities. The department shall encourage other state
14	government entities to analyze transportation fuel usage,
15	including the different types and percentages of fuels consumed,
16	and report such information to the department.
