| 9 | Section 105. Section 553.9061, Florida Statutes, is |
| 10 | created to read: |
| 11 | 553.9061 Scheduled increases in thermal efficiency |
| 12 | standards.-- |
| 13 | (1) The purpose of this section is to establish a schedule |
| 14 | of increases in the energy performance of buildings subject to |
| 15 | the Florida Energy Efficiency Code for Building Construction. |
| 16 | The Florida Building Commission shall: |
| 17 | (a) Include the necessary provisions by the 2010 edition |
| 18 | of the Florida Energy Efficiency Code for Building Construction |
| 19 | to increase the energy performance of new buildings by at least |
| 20 | 20 percent as compared to the energy efficiency provisions of |
| 21 | the 2007 Florida Building Code adopted October 31, 2007. |
| 22 | (b) Increase energy efficiency requirements by the 2013 |
| 23 | edition of the Florida Energy Efficiency Code for Building |
| 24 | Construction by at least 30 percent as compared to the energy |
| 25 | efficiency provisions of the 2007 Florida Building Code adopted |
| 26 | October 31, 2007. |
| 27 | (c) Increase energy efficiency requirements by the 2016 |
| 28 | edition of the Florida Energy Efficiency Code for Building |
| 29 | Construction by at least 40 percent as compared to the energy |
| 30 | efficiency provisions of the 2007 Florida Building Code adopted |
| 31 | October 31, 2007. |
| 32 | (d) Increase energy efficiency requirements by the 2019 |
| 33 | edition of the Florida Energy Efficiency Code for Building |
| 34 | Construction by at least 50 percent as compared to the energy |
| 35 | efficiency provisions of the 2007 Florida Building Code adopted |
| 36 | October 31, 2007. |
| 37 | (2) The Florida Building Commission shall identify within |
| 38 | code support and compliance documentation the specific building |
| 39 | options and elements available to meet the energy performance |
| 40 | goals established in subsection (1). Energy-efficiency |
| 41 | performance options and elements include, but are not limited |
| 42 | to: |
| 43 | (a) Solar water heating. |
| 44 | (b) Energy-efficient appliances. |
| 45 | (c) Energy-efficient windows, doors, and skylights. |
| 46 | (d) Low solar-absorption roofs, also known as "cool |
| 47 | roofs." |
| 48 | (e) Enhanced ceiling and wall insulation. |
| 49 | (f) Reduced-leak duct systems. |
| 50 | (g) Programmable thermostats. |
| 51 | (h) Energy-efficient lighting systems. |
| 52 | (3) The Florida Building Commission shall, prior to |
| 53 | implementing the goals established in subsection (1), adopt by |
| 54 | rule and implement a cost-effectiveness test for proposed |
| 55 | increases in energy efficiency. The cost-effectiveness test |
| 56 | shall measure cost-effectiveness and shall ensure that energy |
| 57 | efficiency increases result in a positive net financial impact. |
