4	Remove lines 1228-1232 and insert:
5	4.  An application for a refund pursuant to this paragraph
6	must be submitted to the department within 6 months after the
7	rehabilitation of the property is deemed to be substantially
8	completed by the local building code inspector or by October
9	September 1 after the rehabilitated property is first subject to
10	assessment.
