     (4)  The following license plate annual use fees shall be

collected for the appropriate specialty license plates:

     (mmm) Toomey Foundation for the Natural Sciences license

14

plate, $25.

     Section 4.  Subsection (65) is added to section 320.08058,

Florida Statutes, to read:

     320.08058  Specialty license plates.--

     (65) TOOMEY FOUNDATION FOR THE NATURAL SCIENCES LICENSE

19

PLATES.--

     (a) The department shall develop a Toomey Foundation for

21

the Natural Sciences license plate as provided in this section.

22

The plate must bear the colors and design approved by the

23

department. The word "Florida" must appear at the top of the

24

plate and the words "Preserving the Past" must appear at the

25

bottom of the plate.

26

     (b) The annual use fees from the plate shall be

27

distributed to the Toomey Foundation for the Natural Sciences to

28

acquire, manage, and preserve properties that are of scientific

29

importance to paleontologists, archeologists, geologists, or

30

similar scientists for research and education and to promote and

31

protect this state's unique natural sciences. The foundation

32

shall allocate the annual use fees as follows:

33

     1. Fifty percent may be retained until all startup costs

34

for developing and establishing the plate have been recovered,

35

then such proceeds shall be used as provided in subparagraph 2.;

36

     2. Twenty-five percent shall be used to fund the programs

37

and projects of the foundation; and

38

     3. Twenty-five percent may be used for promotion,

39

administration, and marketing costs directly associated with the

40

operation of the foundation.
