5 | Section 2. Office of State Diabetes Coordinator.-- |
6 | (1) OFFICE CREATED; APPOINTMENT.--The office of State |
7 | Diabetes Coordinator is created within the office of the Deputy |
8 | State Health Officer. The State Diabetes Coordinator shall be |
9 | appointed by and serve at the pleasure of the Surgeon General, |
10 | and shall report directly to the Surgeon General. |
11 | (2) DUTIES.--The State Diabetes Coordinator shall: |
12 | (a) Serve as the principal advisor to the Surgeon General |
13 | on ways to save lives, improve the quality of life, and reduce |
14 | costs for taxpayers, patients, and others by reducing the |
15 | incidence of diabetes and its complications. |
16 | (b) Review and report on any existing means for measuring |
17 | the incidence of diabetes in this state and recommend means of |
18 | measuring the incidence of diabetes to the extent that such |
19 | means are not currently in place. |
20 | (c) Develop and coordinate implementation of a statewide |
21 | strategy to reduce the incidence, progression, and impact of |
22 | diabetes and its complications. |
23 | (d) Provide leadership and coordination between state |
24 | agencies, local agencies, the nonprofit sector, and the private |
25 | sector to improve coordination of federal, state, local, and |
26 | voluntary agencies for the purpose of reducing duplication of |
27 | effort, maximizing impact, and marshalling public resources. |
28 | (e) Coordinate public and private resources to develop and |
29 | lead a public awareness campaign regarding the prevention and |
30 | control of diabetes and its complications. |
31 | Section 3. Statewide strategy for the prevention and |
32 | control of diabetes.-- |
33 | (1) No later than October 1 of each year, the Surgeon |
34 | General, in consultation with the State Diabetes Coordinator, |
35 | shall provide a report to the Governor, the President of the |
36 | Senate, and the Speaker of the House of Representatives |
37 | describing the statewide strategy to reduce the incidence, |
38 | progression, and impact of diabetes and its complications, |
39 | including such recommendations for legislation as the Surgeon |
40 | General deems appropriate. |
41 | (2) No later than October 1 of each year, the Commissioner |
42 | of Agriculture and Consumer Services shall provide a report to |
43 | the Governor, the President of the Senate, and the Speaker of |
44 | the House of Representatives describing the ways in which food |
45 | programs and nutritional support can be better targeted at |
46 | concerns specific to persons at risk for diabetes and persons |
47 | with diabetes whose complications could be reduced by more |
48 | effective diet, including such recommendations for legislation |
49 | as the commissioner deems appropriate. |
