On line(s) 141, after the period,

insert:

The agency is not required to complete an assessment to
8
determine the eligibility of beneficiaries for enrollment in a
9
specialty provider service network. For current beneficiaries
10
with a claims history, a determination shall be based on current
11
Medicaid data. Nonchoosing, new beneficiaries without a claims
12
history are not eligible for assignment to a specialty provider
13
service network. However, during the open enrollment period when
14
beneficiaries can change their plan, a beneficiary's request to
15
be assigned to a specialty provider service network is sufficient
16
for the agency to determine that the beneficiary qualifies for
17
the specialty provider service network.
